RE: RESOLUTION 329 00 (Royal Poinciana Drive / Kupuna Veet Extension)
Dear Committee Members:
As a resident of Royal Poinciana Drive since 1988, 1 am against the county acquiring
the top portion or "extension" of Royal Poinciana Drive. In my skewed opinion, it will
give the drivers using the road, the right to speed through my neighborhood, once it
becomes public property. The extension's current private status means that at any
time we residents on Royal Poinciana Drive and Kupuna Street get sick and tired of the
speeding, we can close this top portion for a few hours and have a "block" party. I
think you should know, that some of us are still upset at the 5 of you who voted against
having another mauka makai road in the property next door owned by Mr, Carr.
Ms. Pisicchio does not mention in her resolution that a major reason for acquiring this
extension is because a few members in her district who live at this extension want the
lights turned on. What are the specific reasons for the lights being turned on?
Since the resolution says that the extension will "fall into disrepair without maintenance"
then I would like to know exactly what kind of disrepair are we speaking of?
Ms. Pisicchio may mention that our neighborhood of Alii Kai flooded 3 weekends ago
but before you all conclude that the extension's "poor maintenance" was the cause of
the flooding, I think you should do more homework on the matter and consult with
some of us who have been living in this area for more than a decade.
If you study the maps, you will notice that this area sits in the 100 year flood plain. If
you also check with Public Works, you will also find that they re-surfaced the road in
the early 90's causing the rood to be built higher than some or our driveways. All of
these factors may have also contributed to the flooding. Also this is not the first time
that this neighborhood has flooded. Back in 1987, when I was building my house, I
recall major flooding then and I doubt if it was caused by the "poor maintenance" of
the extension.
I think more investigation is warranted before you decide to acquire this extension. I
also would like to recommend that you all figure out a way to stop the speeding in my
neighborhood besides using police enforcement.

Also, as a very pro-active communty cefids, I would appreciate it if Mr. Tyler and Ms.
Pisicchio would keep me current on what the county is going to do, with this extension
because whatever is done at the top will affect us below.
