The State Department of Labor and Industrial Relations has provided these funds for an Employment and Training Fund (ETF). The Office of Aging proposes to establish a training institute on aging. Also enclosed is a resolution authorizing the Mayor to enter into an agreement with the Department of Labor and Industrial Relations. The process involved two levels of review. A local advisory board composed of representatives of business and industry, educators, and community organizations conducted the first level of review. At the second level, ETF staff members, Workforce Development Division (WDD) Branch Managers, and the WDD Administrator reviewed the applications to determine if they met all statutory and program requirements. The review panels made their recommendations to the Director of the Department of Labor and Industrial Relations (DLIR), who is authorized to make the final decisions. It has been a policy of DLIR to not approve proposals in which a government agency is the primary contractor or training provider. However, since the County of Hawaii Office of Aging's role seems to be limited to being a conduit of funds and the overall coordinator of a coalition of non-profit agencies, the DLIR Director is making an exception to this policy. Therefore, we are pleased to inform you that your proposal has met the objectives and qualifying standards of ETF and will be funded. We are assigning Russell Ogawa of the ETF staff to oversee the drafting and execution of the contract. He will be contacting your office in the near future to discuss requests for further information and possible budget modifications. REOUEST: Office of Aging requests to create a new appropriation account and corresponding expenditure account for the receipt of a grant award from the State of Hawaii Department of Labor and Industrial Relations. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) On September 20, 2000, the Office of Aging received approval of its Employment and Training Fund (ETF) grant application. The Office of Aging, through this grant, proposes to establish a training institute on aging in Hawaii for the purpose of: 1. Providing persons seeking jobs in the field of aging with opportunities to receive appropriate education, training, and information; 2. Improving worker skills and providing opportunities for advancement; 3. Perpetuating and expanding education and training opportunities by establishing an ongoing "train-the-trainer" program; and 4. Improving services to older persons. The "Aging Institute of Hawaii" will have four components and all will be available for statewide use: 1. Core Classes, Seminars, and Lectures 2. Distance Learning Classes and Seminars 3. Train-the-Trainer 4. Information and Resource Center. The Office of Aging will be entering into two year contracts with private consultants; the Hawaii Community College; the University of Hawaii at Manoa; the University of Hawaii at Hilo; and a video company. During the project period, this grant will enable 300 employers to have a better trained hiring pool, and 104 employers to have a better trained staff. Ninety percent of these businesses will be companies having less than 50 employees. Z7 CH SIGNED: B~T DATE: Department Head Request for Council Action September 26, 2000 Page 2 The development of the previously mentioned four components is deemed necessary to make this training project comprehensive, valuable, and thus, sustainable. To design, implement, and properly evaluate and improve the components will take a minimum of two years. Once completed, the project will be self-sufficient through student fees and scholarships, employer contributions, and private and public donations.
