The latest report from the Council on Revenues predicts that the County of Hawaii will receive
$15,694,000 this year in revenue from the transient accommodations tax. This exceeds the
estimated revenue included in the budget by $2,421,000.
Therefore, there are supplemental revenues available for appropriation in the general fund in the
amount of $2,421,000. Attached is a bill for an ordinance to amend the operating budget by
appropriating this revenue in the general fund, including setting aside over $1.1 million to be held
over to next fiscal year to help cover next year's budget requirements. As portions of this amount
are to be transferred to the sewer and solid waste funds, these special revenue funds also show an
increase in revenue and a corresponding appropriation in the bill.
Details of the proposed appropriations are:
Accounts OCE: $100,000 to (1) purchase a network capable fixed asset management
package to enable compliance with Governmental Accounting Standards Board
Statement No. 34, and (2) begin work on identifying a computer system and
software to replace the Wang computer, which is still running the accounting,
payroll, personnel, budget, and personnel systems. The aged Wang system is
becoming extremely difficult to maintain, and since the existing programs are
written in RPG and COBOL, it is difficult to find computer analysts to support
our applications.
Research and Development OCE: $50,000 to help promote the University of Hawai'i
at Hilo, which is an important part of our community's economy.
Building Repairs and Maintenance OCE: $150,000 for supplemental funding for
repairs and/or maintenance of County facilities.

Police grants, County share: The federal Byme grant program provides 75% funding
for five important police programs. Until now, the County's 25% matching share
has been a "soft" match. However, under a recent interpretation from the
Department of the Attorney General, a "soft" match is no longer allowed. The
proposed appropriations to the three police accounts will cover the "hard" match
required for the Byrne grants this fiscal year.
Mass Transit OCE: $15,000 to implement the Downtown Improvement Association's
proposal to manage the Mo'oheau bus terminal.
Parks Maintenance OCE: $100,000 to complete the repairs of Hale Halewai.
Transfer to Sewer Fund: $250,000 to provide an odor control system at the Hilo sewer
treatment plant.
Transfer to Capital Projects Fund: To fund the following projects that are already
appropriated in the capital projects fund:
Hawaiian Beaches athletic fields $ 83,000
Seven Seas Luau House 150,000
Pool chlorination systems 100,000
Total $333,000
Transfer to Solid Waste Fund: $100,000 to restore the appropriation for security at
transfer stations.
Provision for Budget Shortfall: $1,184,904 to beset aside to help cover FY02 budget
requirements.
