SUBJECT: Sign Variance Request -Waimea Country Club
TMK: 4-7-07: ] 7, Hamakua, Hawaii
As you may recall, the County Council at its meeting of December 18, ] 997,
approved a sign variance for the Waimea Country Club (WCC). The approval allowed the
construction of a 21 square foot sign that depicted the logo of the Waimea Country Club.
After due consideration of the sign requirements and the already erected logo sign,
the applicant wishes to erect the name of the project immediately below the logo. This would
increase the existing sign by 11 square feet, bringing the total size to 32 square feet.
BACKGROUND
The Waimea Country Club is an 18-hole golf course with a clubhouse and a driving
range. There is a channelized intersection at the project's entrance and a 21-foot high
wooden gateway at the entrance to the project, approximately twenty (20) feet from the road
right-of--way. A Tx3' sign depicting the logo of the WCC was erected on the gateway after
the sign variance was approved by the Council.
Although the site is zoned Agriculture (A-40a), the project was initiated before the
requirement for a Use Permit. As such, the existing use is considered "grandfathered."
PROPOSED SIGN
The applicant wishes to add the name of the project, Waimea Country Club, below
the approved logo sign. This addition (see attached) would consist of a 1'3" x 8'9" (10.94
square feet) wooden sign. The panel would be dark brown black, and the letters would be
tan. With the existing 21 square foot logo sign, the additional 10.94 square foot sign would
bring the entire sign to approximately 32 square feet in size.

Overall, the sign would retain the appearance of a rancher's sign. This is due in part
to the logo (which resembles a cattle brand) and the placement of the sign (which would be
on the wooden, inverted "U" structure). The expanded sign would merely describe the logo,
and in total, the sign would be in keeping with the pastoral ambiance of this area.
CODE REQUIREMENT
Because of the site's agricultural zoning (A-40a), the Sign Code limits signs to eight
(8) square feet. If the site were zoned commercial, athirty-two (32) square foot sign would
be allowed. A larger sign could be allowed only if a variance is approved by the Council.
That was how the existing twenty one (21) square foot logo sign was allowed at the site. .
JUSTIFICATION FOR VARIANCE
The reasons for approving the initial variance last December would still apply here.
From a land use perspective, the golf course has commercial overtones. As such, if the
requested sign were viewed from a land use and not a zoning (A-40a) category perspective,
there may not be a need for this variance. The requested sign would fall within the required
32 square foot limit for commercial signs. In that regard, approval of this request should not
be violative of the spirit and intent of the Sign Code.
Further, the nature of the sign would be in keeping with the pastoral character of the
area. The sign would consist of the logo and the name of the establishment. Their size,
color, and placement would capture the pastoral or ranching flavor of the area. Many
ranches use their brands and name on an inverted "U" frame as signs.
