These were prepared so all the counties would be uniform in their rules and regulations relating to fireworks. Thank you for your consideration. Pursuant to Section 1(e) of Rule 4 of the Rul--s of Procedure of the Council of the County of Hawai'i, this written request is submitted wish my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda. We need to have this bill acted upon before November because without this ordinance, we would not be able to issue any permits and licenses relating to fireworks. Upon adoption of this ordinance, we would still have to do the following so we may provide these services: Write a job description for the auditor, create a position for the auditor, create clerk positions for the various districts and train them, schedule pre-employment physicals for the individuals filling these positions, print the permits and licenses, and procure all the necessary supplies.
