Dear Councilman Arakaki:
Subject: Resolution No. 319-00 Creating Seven (7)
Fire Fighter Positions for New Volcano EMS Unit
We are presenting additional information to help avoid any
confusion as you consider this subject matter. There appears to
be an apparent disparity in our submission where the new Volcano
EMS Unit will commence operation on October 1, 2000, and where
we are requesting five months funding, February-June, 2001, for
the new fire fighter positions.
The new Unit will commence operation October 1, 2000, utilizing
incumbent Fire personnel certified as paramedics, both EMT and
MILT. This is standard practice for the Department when opening
new EMS units. It takes approximately one and two years,
respectively, to formally train new personnel to be both fire
fighters and paramedics. Therefore, it would be impossible to
hire new personnel and have these same personnel operate the
medic station.
The next anticipated hiring date for the Department is February
1, 2001, at the earliest. By this time, there may be additional
vacancies to include when scheduling a Fire Recruit class and an
EMT class with Kapiolani Community College. For your
information, we have a Recruit class in progress presently that
is scheduled to complete EMT class in mid-January, 2001. ~paco"
