Sobriety Checkpoint Grant
Dear Chairperson Chung and Members of the Committee on Finance:
At the Committee on Finance meeting yesterday, Councilman Tyler asked why the amount
being appropriated in this bill ($31,000) is less than the total amount of the grant as indicated
in the attached grant documents.
There are two components to this grant under the sobriety checkpoint program. The first is
$45,000 for HCPD sobriety checkpoint expansion, and the second is $26,320 for HCPD youth
deterrence efforts. These comprise the $71,320 total shown on the face of the grant
application.
Since the sobriety checkpoint program is ongoing, with grant funds available each year, the
Police Department projects what they expect to receive and includes that amount in the
regular operating budget. If the actual grant amount exceeds the estimate, the excess is then
appropriated in a separate ordinance. That is what this bill is doing. In the regular operating
budget for this fiscal year, $40,320 was included as estimated revenue in account 3301.61.
The actual amount of the grant, $71,320, exceeds this by $31,000, and this excess is being
appropriated in Bill 338.
