Arakaki, Chair and Council Members Hawaii County Council 25 Aupuni Street Hilo, HI 96720 Chairperson Arakaki and Members of the Council: The amended Operating Budget for the County of Hawaii for the fiscal year 1997-98 is hereby submitted. As amended, the Operating Budget for all funds totals $179,563,196, a decrease of $1,054,648 from the March 1st submittal. The amended budget represents a 6.3~ decrease from the Operating Budget of the 1996-97 fiscal year. The General Fund revenues and expenditures will decrease by $2,216,801. The decrease is possible because of the approval of S.B. 257 amending the employer contribution requirements to the Pension Accumulation Fund. Adjustments have also been incorporated in the Operating Budgets of the Highway Fund, the Sewer Fund and the Bikeway Fund. For informational purposes, we have attached a listing and narrative summary of all amendments. While we present this amended budget proposal, we have not included provisions to address impacts resulting from the Konno vs. County of Hawaii Supreme Court ruling. The State Legislature has not acted to provide counties with necessary legislative remedies referenced in the Supreme Court ruling. We will need to review our options and possibly return to the Council with future resolutions. We look forward to working with the Council in developing a financial plan for the 1997-98 fiscal year.
