Fujimoto dated May 3, 1990 transmitting a bill to add housekeeping amendments to Conditions A and M of Change of Zone Ordinance No. 684; that Condition E of the ordinance be amended to allow additional time to commence construction of Phase II; and that new conditions related to impact fees and annual reports be added. States, it was also recommended that the request for a new condition which would allow the Planning Director to grant an administrative extension to time conditions imposed in the ordinance be denied. Fujimoto dated May 3, 1990, submitting bills amending the State Land Use boundary for 6.6± acres of land from Agricultural to Urban; and changing the district classification for 9+ acres of land from Agricultural 1-acre (A-la), Multiple Residential - 1,000 square foot (RM-1), and Village Commercial - 7,500 square foot (CV-7.5) zoned districts to a General Commercial - 20,000 square foot (CG-20) zoned district, at Kailua-Kona, Keopu 1st, North Kona. Comm. 1660: RESOLUTION NO. 1 1-90 From Planning Director Duane Kanuha dated April 27, 1990, acknowledging receipt of Resolution No. 151-90 pertaining to initiating a feasibility study for a General Plan amendment to Section 6 (B)(3)(a) of Ordinance No. 89-192. Further, informs they and the Planning (cont'd) Commission must also amend their rules in order to initiate the proposed amendment in accordance with the new amendment procedures found in Sections 6 (H)(2)(c) and 6 (B)(2)(d); however, they can proceed with the feasibility study while this is being done. Comm. 1663: REPEAL CHANGE OF ZONE ORDINANCE NO. 87 17 (Bill 282) INITIATOR: PLANNING DIRECTOR TAX MAP KEY: 5-5-01:20 (RONALD BECKER'S PROPERTY) From Planning Commission Vice Chairman Mike Luce dated May 7, 1990, transmitting a bill to repeal Change of Zone Ordinance No. 87 17, which amended Section 25-958 (Upolu Point-Kaauhuhu Homesteads District Zone Map), Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code 1983, as amended, and changes the district classification from Agricultural (A-20a) to Agricultural (A-3a) and Agricultural (A-5a) at Kaauhuhu, North Kohala; and to revert the area back to its original Agricultural 20-acre (A-20a) zoned district. Comm. 1664: APPOINTMENT - KAILUA VILLAGE DESIGN COMMIS ION From Mayor Larry S. Tanimoto dated May 2, 1990 submitting for confirmation, the following appointment to the Kailua Village Design Commission: Maile Trask-Rierson of Kona, to serve until December 31, 199?., filling a vacancy created by the resignation of Helen K. W. V7eeks. Comm. 1667: THIRD WATER WELL AT KOHALA RANCH From R. Ben Tsukazaki of Menezes, Tsukazaki & Yeh dated May 4, 1990, transmitting a copy of a letter report from Tom Nance of Belt Collins and Associates to Harry Otsuji, Kohala Ranch Project Manager, regarding the drilling and testing results of the third water well at Kohala Ranch. States the submittal is made pursuant to Kohala Joint Venture's verbal commitment at past Ccuncil meeting'; regarding Bi11 192 to provide the Council. with information on the pump test results for the third well. Informs, generally, the results indicate a significcnt water source of hiyh quality. PC-32 Page 4 May 23, 1990 Comm. 1693: FAMILY CHILD CARE HOME From Deborah Arnett, Biq Island Child Care Task Force Member and DHS Child Care Licensing Social Worker, dated May 6, 1990, urging the change in definition of a Family Child Care Home from five or fewer children to sia or fewer children in Hawaii County. Comm. 1694: DESIGNATION OF IMPORTANT AGRICULTURAL LANDS From Norman Greenwell, Vice-Chairman, Kona Soil and Water Conservation District, dated May 10, 1990, suggesting that the Council take action by designating the "Important Agricultural Lands" in Hawaii County; suggests the methodology developed by the State LESA Commission be used. informs their Board has established a special committee, chaired by Pete L'Orange, to meet with other agricultural groups to coordinate a united effort to encourage the designation of these lands. States they feel it is essential that good agricultural land be preserved and retained for future use. Comm. 1706: GENERAL PLAN AMENDMENT - MAHUI:ONA PROPERTIES From Bill Graham, President, Kohala Community Association, dated May 14, 1990, requesting that Mahukona Properties' General Plan amendment request be considered by the Planning Committee.
