Feels their blimp should not be considered a sign as it is suspended from a rope attached to the ground and flown like a banner for not more than (8) eight hours a day, and it should be exempt from the requirements for permanent signs as defined by the sign ordinance. States the incorrect interpretation of their "Auction Blimp" causes undue and inequitable hardship and may be construed as discriminatory when economic damages are considered. Flying the blimp is subject to weather conditions and it is stored in their warehouse nightly and on inclement days. Informs they have complied with FAA regulations. Comm. 921: PROPOSAL FROM DOWNTOWN IMPROVEMENT ASSOCIATION TO MANAGE, OR LEASE AND MANAGE MOOHEAU BUS TERMINAL From Tom Brown, Transportation Specialist, dated September 11, 2000, requesting that the above subject matter be placed on the next agenda of the Committee on Public Works and Parks. Informs the Downtown Improvement Association (D.LA) desires to make a presentation on the above proposal. Comm. 925: AN ORDINANCE AMENDING CHAPTER 24, OF THE (Bill 319) HAWAII COUNTY CODE 1983 (1995 EDITION), RELATING TO VEHICLES AND TRAFFIC-Puueo Street, Proposed Freight Loading Zone (Amends Section 24-288, Schedule 36 (Freight loading zones) by adding: "Puueo Street, mauka side, from a point thirty feet Hamakua of Ohai Street and extending fifty feet in the Hamakua direction) From Deputy Corporation Counsel Gerald Takase, dated September 12, 2000, transmitting the above bill.
