Informs these parcels are located in the area from Puainako's intersection with Komohana Street up to its connection to Saddle Road mauka of Wilder Road. Except for one lot, the area is undeveloped and uninhabited. Also informs they are simultaneously negotiating with the landowners as well as moving forward with the condemnation proceedings as they need possession of the parcels by September ] 1, 2000 or they will lose the Federal share of funding for the project. Submits a list of names of residents who support this request, and would appreciate providing the public a brief opportunity to comment on this proposed project. Comm. 846.001: From Tim Kubica, dated July 2, 2000, commenting on the County's proposal to pave and widen the Government Beach Road which he feels will be a detriment to the area for reasons as stated in his letter and suggests that the gravel road be maintained more often and that nothing else be done with it. UNFINISHED BUSINESS Comm. 679: AN ORDINANCE AMENDING ARTICLE 1 OF CHAPTER 14 jl3ill 313 RELATING TO GENERAL WELFARE, OF THE HAWAII COUNTY CODE RELATING TO ALCOHOLIC BEVERAGES ON COUNTY PROPERTY From Parks and Recreation Director Juliette Tulang, dated February 17, 2000, transmitting the above-mentioned bill. Comm. 679.001: From John W. Hartman, Chairman of Handicapped Advocacy Works of Kona; Chairman, Big Island Disabled Parking Committee, and President, Post Polio Support Group-Hawaii, dated .tune 29, 2000, informing he lives 200 feet mauka of Kahaluu PW&PC-40 Page 6 July 25, 2000 County Beach Park and the uncontrolled drinking there is totally out of hand. He owns and rents a unit at Kona Magic Sands which is between La Aloa Park and Pahoehoe Park, where drinking is a major problem. Also states his support for the adoption of Bill 214, Sections 1, 2 and 3. Comm. 679,002: From Randy Kent, commenting on the alcohol and drug abuse at La Aloa Beach Park and states his support for the passage and enforcement of Bill 213 and Bill 214. Comm. 679,003: From Robert M. Oswald, dated June 29, 2000, stating his support for Bill 213 relating to alcoholic beverages on County property and Bill 2l4 relating to removal of beach composition and other materials. Comm. 679.004: From Maria and Paul Maxwell, dated June 30, 2000, stating they are strongly in favor of the proposed amendment regarding intoxicating liquors prohibited in certain public places, and also supports the bill prohibiting the removal of beach composition from certain parks. Comm. 679.005: From Bernadine Heloca, Account Manager, KBR Management & Realty, Ltd., Managing Agents for White Sands Village, dated June 30, 2000, informing the Board of Directors of White Sands Village is strongly in favor of Section 1, Chapter 14, article 1, section 14-1 relating to alcoholic beverages on county property and Chapter I5, article 1, section 15-6 removal of beach composition from certain parks. Attaches a letter from Mr. & Mrs. Jonathan Curtsinger, owners at the White Sands Village Condominium, supporting these amendments. Comm. 679.006: From Nancy L. Comm. 680.001: AN ORDINANCE AMENDING CHAPTER 15 OF THE (Bill 214, Draft 2) HAWAII COUNTY CODE 1983 (1995 EDITION), RELATING TO PARKS AND RECREATION (Proposes changes in the regulation of parks areas, including the removal of sand and soil from parks, the impoundment of abandoned property and camping restrictions) From Corporation Counsel Richard D. Wurdeman, dated June 15, 2000, submitting the requested revision of Bill 214, which the Department of Parks and Recreation drafted concerning the amendment to Chapter IS of the Hawaii County Code. Comm. 709: S1GN VARIANCE REQUEST- KONAWAENA HIGH SCHOOL From Council Member Nancy Pisicchio, dated March 14, 2000, requesting on behalf of Konawaena High School, a sign variance to place a 60-sq. ft. school sign along the makai side of Mamalahoa Highway on Jack B. Greenwell's property, TMK: 8-1-04:01. Daniel Yoshida, Principal of the school, states this sign will enhance the South Kona community area as a viable communication bridge, which will announce the school's activities, a,rd public announcements by the County and/or State. Also, submits a copy of letter from Stanley Takemura, Building Division Chief, dated March 10, 2000, stating that the sign be placed so as not to obstruct the sight distance of any vehicle entering the highway from the makai side of the roadway. An illustrated copy of the sign is also submitted. Comm 709.001: From Corporation Counsel Richard D. Wurdeman, dated June 15, 2000, responding to Council Member Nancy Pisicchio's request for an opinion on the legality of a proposed sign to be located on private property along Mamalahoa Highway between Kealakekua and Captain Cook in South Kona. States the purpose of this sign would be to advertise various events, to be held at Konawaena High School, and as the school is off the highway, such a sign on school property would not be adequate for that purpose. States while he recognizes the valid public purpose of this proposal, it is clearly prohibited by both the highway advertising laws, therefore, the proposal presented cannot legally be accomplished.
