January 27, 2000, transmitting a bill, which was requested by
PW&PC Chair Dominic Yagong.

Comm. 442: QUEEN LILNOKALANI VILLAGE COMMUNITY
ASSOCIATION -SEWER ASSESSMENTS AND PENDING
CONSOLIDATION/RESUBDIVISION PROJECT
From Council Member J. Curtis Tyler III, dated August 31, 1999,
transmitting copy of letter from Mathew Jewell, Ashford &
Wriston, Attorneys at Law, dated August 30, 1999, on behalf of the
Queen Liliuokalani Village Community Association regarding the
above subject. Requests a meeting to consider how PW&PC and
the Council can address the concerns of the residents of Queen
Liliuokalani Village on the matter.
Comm. 442.001: Copy of memorandum to the Board of Directors of the Queen
Liliuokalani Village Community Association from Dennis A.
Krueger, Esq., dated September 10, 1999, stating that at the last
Board of Directors meeting, he and Matt Jewell were asked to
review several approaches for resolving the sewer assessment
issue. This memorandum deals with aid legal approach.
Comm. ~t42.002: From Ruth Q. Edwards, Vice President, Queen Liliuokalani
Village Community Association, dated October 12, 1999, stating
they look forward to having the matter of sewer assessments for
their association discussed in a public hearing in Kona.
Comm. 442.003: From Matthew G. Jewell, Ashford &Wriston, Attorneys at Law,
dated October 11, 1999, stating that he will not be able to attend
the Committee on Public Works and Parks' October 13, 1999
meeting in Hilo when Comm. 442 will be discussed. Ruth
Edwards, a board member for the Queen Liliuokalani Village
Community Association and Don McIntosh, the surveyor assisting
the association with its consolidation and resubdivision project,
plan to attend this meeting to answer any questions the Committee
members may have. He hopes that the Committee will hold a
meeting in Kona so that the homeowners of Queen Liliuokalani
Village will be able to attend; invites the P WPC visit this
subdivision.
Cumm. 442.004: From Donald C. McIntosh, dated March 18, 1996, transmitting a
report on the status of Queen Liliuokalani Village experimental
and demonstration housing project. 'fhe report also contains
conclusions on the project thus far and recommendations for the
Council to consider.

Comm. 442.005: Copy of letter to Councilman J. Curtis Tyler, from Gerald Takase,
Deputy Corporation Counsel, dated October 8, 1999, responding to
his request for definitions of "public sewers" and "gang cesspools"
and whether there are any differences.

and 42.007: Dominic Yagong from William Lawrence, dated December 7,
1999, commenting on the sewer fee charges for the residents of
Queen Liliuokalani Subdivision.

Bil( 1 177) COUNTY CODE 1983 (1995 EDITION), RELATING TO
SEWERS
From Council Member J. Curtis Tyler, Pl, dated December 2,
1999, transmitting a bill to amend Chapter 21, Hawaii County
Code, by clarifying the definitions of public sewer, sewage works,
sewer and sewer system, and adding a new definition for "gang
cesspools".
