PW&PC-26 Page 2 Jan. 4, 2000 Comm. 577: PAPAIKOU WASTEWATER TREATMENT PLANT OPERATION AND MAINTENANCE INSPECTION REPORT Copy of letter to (Deputy) Chief Engineer Jiro A. Sumada, from Thomas E. Arizumi, P.E., Chief, Environmental Management Division, State Department of Health, dated November 23, 1999, transmitting their annual operation and maintenance inspection report for the above-mentioned wastewater treatment plant which was given a "Conditional Acceptable" rating for reasons, as listed. Requests that the Department of Public Works submit a written corrective action plan addressing the cited deficiencies within 45 days after receipt of his letter, which should include a reasonable time schedule for the implementation of their actions. Comm. 578: TRAFFIC CODE AMENDMENT (Bill 182) KAHOA STREET, FRONTING HONOLII BEACH PARK PROPOSED PARKING PROHIBITION DURING CERTAIN HOURS From Deputy Chief Engineer Jiro A. Sumada, dated November 3, 1999, informing the Department of Parks and Recreation requests that parking be prohibited during certain hours along Kahoa Street fronting the Honolii Beach Park. Therefore submits an ordinance bill for this purpose. Comm. 579: GRANT OF WATERLINE EASEMENT OVER PAAUILO (Res. 188-99) PARK SITE - "PAAUILO CAMP" PAAUILO, HAMAKUA, HAWAII - TMK: (3) 4-3-18:54 From Director of Finance Harry A. Takahashi, dated December 3, 1999, transmitting a resolution authorizing a grant of easement over Paauilo Park Site to the Department of Water Supply. The purpose of the easement is to ensure the proper access to the water meter for reading and maintenance. PW&PC-26 Page 3 Jan. 4, 2000 Comm. 592: TRAFFIC CODE AMENDMENT -PARKING IN LOADING (Bi11187) ZONES From Deputy Chief Engineer Jiro A. Sumada, dated December l4, 1999, transmitting a bill clarifying sections relating to parking in passenger-loading zones. States Sections 24-198(d) and 24-210(a) of the County Code allow vehicles to park in freight-loading zones when provisions of the freight-loading zones are not in effect. Comm. 593: TRAFFIC CODE AMENDMENT - KILAUEA AVENUE AT (Bill 188) WAIAKEAWAENA SCHOOL ADJUST PARKING RESTRICTIONS AND PASSENGER LOADING ZONES From Deputy Chief Engineer Jiro A. Sumada, dated December 14, 1999, stating they were asked to establish a passenger loading zone along Kilauea Avenue adjacent to Waiakeawaena School to improve traffic safety in the area. Submits a bill containing amendments to the Traffic Code which clarifies and adjusts existing parking regulations and passenger loading zones. Comm. 601: KAPEHU WASTEWATER TREATMENT PLANT OPERATION AND MAINTENANCE INSPECTION REPORT Copy of letter to Deputy Chief Engineer Jiro A. Sumada from Thomas E. Arizumi, P.E., Chief, Environmental Management Division, State Department of Health, dated December 7, 1999, transmitting their annual Operation and Maintenance Inspection Report for the Kapehu Wastewater Treatment Plant, which was given a "Conditional Acceptance" rating based on the deficiencies cited in the report. Requests response within 30 days after receipt of his letter with an affirmative action plan addressing the deficiencies noted and also a reasonable time schedule for the correction of the deficiencies. Comm. 602: ORDINANCE BILL AMENDING THE HAWAII COUNTY (Bill 191) CODE BY CREATING ONE-WAY TRAFFIC PATTERN ON KAPIOLANI STREET ON SPECIFIED HOLIDAYS BEING CHRISTMAS EVE, CHRISTMAS DAY, GOOD FRIDAY, HOLY SATURDAY AND EASTER SUNDAY, RELATING TO VEHICLES AND TRAFFIC Prom Councilmember Dominic Yagong, dated December 22, 1999, transmitting the above-mentioned ordinance bill.
