CHOCK AND BiJRNALYN L. YEE From Mayor Stephen K. Yamashiro, dated October 15, 1999, submitting for confirmation, the following appointments to the { iawaii County "transportation Commission: Laura Y. Chock of Council District 2, replacing Gary H. Ichinose ofi Council District 2, whose term will expire on December 31, 1999. Ms. Chock, a retired Teacher/Supervisor with the State Department of Education, has no affiliation to any political party. Burnalyn L. Lee of Council District 5, replacing Sophie T. Keller of Council District 5, whose term will expire on December 31, 1999. Ms. Lee has been a Community Facilitator with HCEOC since 1985 and is a member of the Democratic Party. If confirmed, both Mses. Chock and Yee will serve terms ending December 31, 2000. PW&PC-23 Page 2 November 3, 1999 STATIsMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA: Comm. 508: AN ORDINANCE AMENDING CHAPTER 14, RELATING '1'O (Bill 159) GENERAL WELFARE, CHAPTER 22, RELATING TO STREETS AND SIDEWALKS, AND CHAPTER 24, RELATING TO VEHICI_,F,S AND TRAFFIC, OF THE HAWAII COi1NTY CODE 1983 (1995 EDITION) from Deputy Chief Engineer Jiro A. Sumada, dated October 14, 1999, transmitting the subject bill. The ordinance bill moves provisions established by Ordinance 98-135 relating to "Coasters, Roller Skates, Roller Blades, Skateboards and Similar Devices" out of Chapter 22 and into Chapter 24, Article 1, Section 24-4. Further, it moves the provisions established by Ordinance 99-1 relating to "Soliciting for Money or Objects of Value" out of Chapter 22 and into Chapter 14 as a new article. Comm. 513: I~Y 2000-2002 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM Copy of letter to Chief Engineer Robert K. Yanabu from Councilmember Dominic Yagong, dated October 22, 1999, transmitting a letter from Kazu Hayashida, State Director of Transportation, to Ann C Peterson, Executive Director of Peoples Advocacy for Trails Hawaii dated September 23, 1999. Informs Mr. Hayashida's letter will be placed on the November 3, 1999 PWPC agenda for discussion and requests that the Chief Engineer brief the Councilmembers on the status of the projects listed in Mr. Hayashida's letter. PW&PC-23 Page3 November 3, 1999 Comm. 514: SIGN CODE VARIANCE REQUEST BAY L[GHTING AND DESIGN (BLD) From Chris A. Tamm, Bay Lighting & Design, dated October 14, 1999, informing they have been in business in Hilo since 1984 in their present location and are currently in the course of constructing a new building in nearby 76 Kalanianaole Street (TMK: 2-1-6-3) and anticipate a move at the end of November/early December 1999. Their new building property is zoned "Resort", and they have obtained approval from the County Planning Department for their lighting business. States, in order to more effectively advertise their business, requests approval for a variance from the sign code to allow them to comply with all existing regulations for the "Commercial and Industrial Districts" (Section 3-29) instead of "Resort-Hotel and Multiple-Family Residential Districts (Section 3-28).
