MASON TO THE HAWAII COUNTY COMMITTEE ON PEOPLE WITH D[SABILITIES From Mayor Stephen K. Yamashiro, dated October 7, 1999, informing he has appointed Elizabeth M. Mason of Kona to the Hawaii County Committee on People with Disabilities to replace Merle Martin of Kona who has resigned for personal reasons. Mrs. Mason is a 4-year resident of Hawaii, and since 1992 has been retired. She was a food demonstrator with Badger Advertising in Milwaukee, Wisconsin (1988-1992) and is active with the RSVP Program, the Blood Bank volunteers, the St. Benedict's Food $ank and the South Kona Senior Club. (Note: This appointment does not need Council confirmation) PW&PC-22 Page 2 October 26, 1999 STATEMENTS FROM TFIE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Comm. 470: TRAFFIC CODE AMENDMENT (Bill 140) KINOOLE STREET AT WAIAKEAWAENA SCHOOL ADJUST PARKING RESTRICTIONS AND PASSENGER LOADING ZONES From Chief Engineer Robert K. Yanabu, dated September 28, 1999, informing they were requested, to prohibit parking along Kinoole Street adjacent to Waiakeawaena School to improve traffic safety in the area. Informs their preliminary investigations show Waiakeawaena School lacks adequate off street parking for teachers, staff and for parents to drop off students on school days. Submits a bill containing amendments to the traffic code to clarify and adjust existing parking regulations and to create a passenger loading zone on the makai side of Kinoole Street by the existing crosswalk. Comm. 471: TRAFFIC CODE AMENDMENT (Bill 141) OPIHIKAO-KAMAILI ROAD AND POHOIKI ROAD PROPOSED SPEED LIMITS From Chief Engineer Robert K. Yanabu, dated September 28, 1999, informing the Hawaii Police Department requested that speed limits be authorized along Opihikao-Kamaili Road (Route 130 to Route 137) and along Pohoiki Road (Route 132 to Route 137). Informs a speed study was conducted and they concluded speeds ranging from 10 miles per hour to 35 miles per hour is appropriate for Opihikao-Kamaili Road and speeds of 25 miles per hour and 35 miles per hour for Pohoiki Road. Submits a bill amending the County Code with the proposals. Comm. 472: TRAFFIC CODE AMENDMENT (Bill 142) MAUNA LOA ESTATES SUBDIVISION (PRIVATE) PROPOSED TRAFFIC REGULATIONS From Chief Engineer Robert K. Yanabu, dated September 28, 1999, per the recommendations of Mauna Loa Estates Road Maintenance Inc. (MLERMI), transmits a bill to establish various traffic regulations within the Mauna Loa Estates Subdivision. PW&PC-22 Page 3 October 26, 1999 Comm. 473: RESOLUTION AUTHORIZING THE DEDICATION OF ROADWAY (Res. 153-99) LOT 7 FROM W. H. SHIPMAN, LIMITED, TAX MAP KEYS (3)1-6-143:018 & 039 (PORTIONS). TO THE COUNTY OF HAWAII From Deputy Corporation Counsel Gerald Takase, dated September 27, 1999, transmitting the above resolution and the subject dedication deed. Informs that the Departments of Public Works, Water Supply and Planning, after review, have all recommended acceptance of the dedication deed and that all the subdivision improvements have been completed. Comm. 487: RESOLUTION ACCEPTING THE DEDICATION OF ROAD (Res. 155-99) REMNANT LOT IN THE KUWAHARA SUBDIVISION, TAX MAP KEY (3)1-5-001:065, SITUATE AT KAOHE HOMESTEADS, PUNA, HAWAII. TO THE COUNTY OF HAWAII From Corporation Counsel Richazd D. Wttrdeman, dated October 11, 1999, transmitting the above resolution and the subject warranty deed. Informs that the Departments of Public Works and Planning, after review, have recommended acceptance of the warranty deed for the road remnant lot identified as TMK: (3)1-5-001:065 for road and drainage purposes.
