Comm. 386: AN ORDINANCE AMENDING CHAPTER 2] OF THE
(Bill 111) HAWAII COiJNTY CODE 1983 (1995 EDITION),
AS AMENDED, RELATING TO SEWERS
(ELIMINATION OF "PRIVATE EXEMPTION"1
From Deputy Chief Engineer Jiro Sumada, dated July 15, 1999,
transmitting an amendment to delete Section 21-5(b)(3) of the
Hawaii County Code which allows exceptions to connection
requirements for lots accessible to a sewer which was paid for by a
private developer. Further explains the reasons for eliminating the
so-called "private exemption".

Comm. 401: TRAFFIC CODE AMENDMENT
(Bill 116) KAUPAKU`EA HOMESTEAD ROAD: PROPOSED SPEED
LIMITS
From Deputy Chief Engineer Jiro Sumada, dated July 26, 1999, per
request, transmits the attached bill to establish 20 and 30 miles per
hour speed limits along the recently dedicated Kaupaku`ea
Homestead Road. Informs a speed study was done and they found
that the 20 and 30 mph speed limits to be appropriate.

Comm. 62.03: GLASS RECYCLING & DIVERSION PROGRAM AUDIT
Copy of letter to Deputy Chief Engineer Jiro Sumada from Council
Member Dominic Yagong, dated February 5, 1999 informing he
has met with Mike Allen of Environmental Recycling of Hawaii
(ERH) regarding his operations, and states he is concerned that the
process that is being utilized does not take into consideration the
weight of the pallets and the boxes that are used to ship recycled
glass. Questions whether or not the recovery of overpayment
should be conducted.
Also requests a clarification of "end market". States all of the
glass processed by ERH is presently being bought by Island
Recycling on Oahu who then ships the glass to the mainland for
reuse. Asks if this meets the contract terms regarding off-island
end market. States he will be forwarding this letter to the
Corporation Counsel for their perusal to determine if any of the
contract terms were violated and if any legal action is warranted in
this situation.
