CALL TO ORDER STATEMENTS FROM THE PUBLIC ON COMMUNICATION 359: REFERRALS Comm. 359: APPOINTMENT OF ROBERT K. YANABU AS CHIEF ENGINEER OF THE COUNTY OF HAWAII From Mayor Stephen K. Yamashiro, dated July 1, 1999, submitting for consideration and confirmation the appointment of Robert K. Yanabu as Chief Engineer of the County of Hawaii. Mr. Yanabu is a licensed civil and structural engineer in Hawaii and in California, and has been employed by the County's Public Works Department for 24 yeazs. He has been a special projects engineer assigned to administer and manage several new highway and flood control improvement projects as well as assist with programs and projects in the Department's Solid Waste Division. He was also a supervisor in the Department's Engineering Division, which was previously known as the Bureau of Plans and Survey. PW&PC-17 Paget August 1Q 1999 Comm. 359.001: From Alden Chai, HICA President 1999-2000, dated July 13, 1999, on behalf of the Association and its Board of Directors, endorses the nomination of Robert Yanabu as Chief Engineer of Hawaii County for reasons as stated. Comm. 359.002: From Donald K. Okahara, P.E.s President, Okahaza & Associates, Inc., dated July 29, 1999, on behalf of their engineering company, endorses the nomination of Robert Yanabu as Chief Engineer of Hawaii County for reasons as stated. STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA UNFINISHED BUSINESS: Comm. 62.03: GLASS RECYCLING & DIVERSION PROGRAM AUDIT Copy of letter to Deputy Chief Engineer Jiro Sumada from Council Member Dominic Yagong, dated February 5, 1999 informing he has met with Mike Allen of Environmental Recycling of Hawaii (ERH) regarding his operations, and states he is concerned that the process that is being utilized does not take into consideration the weight of the pallets and the boxes that aze used to ship recycled glass. Questions whether or not the recovery of overpayment should be conducted. Also requests a clarification of "end market". States all of the glass processed by ERH is presently being bought by Island Recycling on Oahu who then ships the glass to the mainland for reuse. Asks if this meets the contract terms regarding off-island end market. States he will be forwarding this letter to the Corporation Counsel for their perusal to determine if any of the contract terms were violated and if any legal action is warranted in this situation. Comm. 62.04: From James G. Nutter, President, Island Recycling, Inc., dated February 2, 1999, confirming his phone conversation with PW&PC Chair Yagong, that Island Recycling can use all of the glass tonnage from the Big Island. Informs they will ship the glass directly to mainland bottle manufacturers to be processed into new glass bottles and informs for the foreseeable future, as in the past 20 yeazs, there will never be a time when this amount of glass cannot be used. PW&PC-17 Page 3 August 10, 1999 Comm. 62.005: From Michael Allen, Environmental Recycling and Michael DuBois, Rainbow Recycling, requesting action be taken immediately to address the appazent fraud and mismanagement that was uncovered by the County Glass Recycling Audit. Comm. 62.006: From Jiro A. Sumada, Deputy Chief Engineer, dated May ] 4, 1999, responding to PWPC Chair's request that the Public Works Department estimate the amount of glass remaining on the ground where the stockpiles of chipped glass were previously stored (re: Glass Recycling and Diversion Program Company).
