Comm. 167.001: From Kaz Shigezawa, Landscape Images Inc., dated June 17, 1999, informing that the Kohanaiki Business Park project is rapidly progressing to completion and would appreciate action on their request (Comm. 167) as soon as possible. Comm. 265: CONSUMER CONFIDENCE REPORT (DEPARTMENT OF WATER SUPPLY) -COUNCIL BRIEFING From Milton D. Pavao, P.E., Manager, Department of Water Supply, dated April 20, 1999, informing the Environmental Protection Agency (EPA) issued a mandate to all public water systems which requires them to send a Consumer Confidence Report (CCR) to all of their consumers informing them where their water comes from and the level of identified contaminants in the water. They plan to mail the CCRS during August 1999. EPA's deadline is October 19, 1999. States they have scheduled a public relations program to inform and educate the consumers of the intent, purpose and content of the CCR and would like to have their MicroLab personnel make a short presentation to the Council to answer any questions that the councilmembers may have. Comm. 317: TRAFFIC CODE AMENDMENT-DOWNTOWN FRE]GHT (Bill 87) LOADING ZONES From Deputy Chief Engineer Jiro A. Sumada, dated May 24, 1999, informing they have not received any objections from the Downtown Improvement Association to their Traffic Division's November 1998 proposal informing them that certain freight loading zones covered in Schedule 36 of the Hawaii County Code will be deleted and/or adjusted because the freight loading zones either obstruct traffic or are not used. Therefore, transmits a bill containing the amendment to delete and adjust freight loading zones in Downtown Hilo. Comm. 348: TRAFFIC CODE AMENDMENT - KAPIOLANI STREET: (Bill 100) ONE-WAY TRAFFIC PATTERN, MID-BLOCK CROSSWALK AND PASSENGER LOADING ZONES From Deputy Chief Engineer Jiro A. Sumada, dated June 17, 1999, informing that the Hilo Union School Traffic Ad Hoc Committee requested various amendments to the Traffic Code for the purpose of improving overall safety for students and pedestrians along Kapiolani Street between Waianuenue Avenue and Haili Street. These include converting Kapiolani Street to one-way during the morning peak hour on school days, similar to Waianuenue Avenue, expanding the existing passenger loading zones and adding amid- block crosswalk near the covered walkway. St. Joseph Church and other establishments in the immediate area have had the proposals discussed with them and they all support these improvements to traffic safety. Transmits a bill containing the proposed amendments.
