Sumada, dated December 2, 1998, transmitting an ordinance repealing the present Chapter 10 and adding a new chapter to the Hawaii County Code and an ordinance in Ramseyer format for the Council's perusal. (NOTE: See next page for Communication Nos. 18.01 and 18.02) PW&PC-9 PAGE 2 APRIL 7, 1999 Comm. 18.01: From Thomas Langenstein, a founding member of the Kona Community Action Group to Address Flooding, an associate director of the Soil and Water Conservation District Board, Local Working Group, and a property owner who is currently struggling with the impacts of drainage flooding on two separate properties in Kona, dated February 22, 1999, submitting his personal comments and recommendations on specific proposed portions of Bill 6. Comm. 18.02: From Tomoe Nimori, dated February 22, 1999, informing she wholeheartedly supports the reasons and recommendations submitted by Thomas Langenstein on Bill No. 6. (Comm. 18.01) Comm. 194: TRAFFIC CODE AMENDMENT (Bi1152) KAMEHAMEHA AVENUE AT THE NEW BAYFRONT PARKING LOT -PROPOSED NO PARKING ZONE From Deputy Chief Engineer Jiro A. Sumada, dated March 8, 1999, informing the new channelization along Kamehameha Avenue fronting the new Hilo Bayfront Beach Parking Lot has sufficiently reduced lane widths that parking should not be allowed along this portion of the roadway. Therefore, transmits an ordinance bill containing the subject amendment and adoption for consideration Comm. 199: CORRECTION DEED AND RESOLUTION ACCEPTING THE (Res. 63-99) ACCEPTANCE OF A QUITCLAIM OF REAL PROPERTY IDENTIFIED AS TAX MAP KEY (3)7-5-18:008 FROM BANK OF HAWAII, TRUSTEE, TO THE COUNTY OF HAWAII From Corporation Counsel Richard D. Wurdeman, dated March 8, 1999, transmitting the above resolution and a copy of the correction deed, along with (1) Trustee's Quitclaim Deed dated August 27,1997, recorded as Document No. 97-1345581; (2) Title Insurance Policy dated October 21, 1997, issued by Title Guaranty of Hawaii. PW&PC-9 PAGE 3 APRIL 7, 1999 Comm. 200: TRAFFIC CODE AMENDMENT -SCHEDULES FOR (Bill 55) PRIVATE STREETS From Deputy Chief Engineer Jiro Sumada, dated March 12, 1999, informing in 1973 and again in 1988 and 1995, the State Legislature enacted changes to the law to enable the counties to impose and enforce traffic regulations on private streets. County Ord. 95-129, effective November 9, 1995, was subsequently amended by Ord. No. 98 97, effective September 25, 1998 clarifying the requirements for implementing the State legislation on County of Hawaii streets. Therefore submits the proposed amendment to provide a clear delineation of traffic regulations between county streets and private streets. It will delete references to traffic regulations on private streets which now exist in the code and readopt them in article 1 1, schedules For private streets. Comm. 207: CONCERNS OF TAXI OPERATORS ON THE OPERATION OF THE HELE ON BUS AND ITS CHARGES AT HILO HARBOR DURING BOAT DAYS From George Gutien•ez, dated March 4, 1999, requesting to address the above concerns at the next Public Works & Parks Committee meeting. Comm. 218: TRAFFIC CODE AMENDMENT (Bill 59) KILAUEA AVENUE, FRONTING KAWAMOTO VEGETABLE STORE PROPOSED TIME LIMIT PARKING AREA (36 MINUTE TIME LIMIT) From Deputy Chief Engineer Jiro Sumada dated March 16, 1999, per request of the Hawaii Police Department, transmits a bill to convert the mauka side of Kilauea Avenue fronting Kawamoto Vegetable Store to a time limit parking zone. States the proposed regulation is needed to provide additional vehicle turnovers for business in the immediate area. GOVERNMENT ACCESS TELEVISION: Channel 9 (Hilo) and Channel 12 (Kona) The Public Works & Parks Committee and Finance Committee meetings can be seen on Tuesday, April 13 at 8:30 p.m. The Human Services and Economic Development Committee and Planning Committee meetings can be seen on Thursday, April 8 at 8:30 p.m. and Thursday, April 15 at 8:30 p.m. All the above Committee meetings will be aired on Sunday, April 18 at 9 a.m.
