CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS: Comm. 128: RESOLUTION ACCEPTING THE DEDICATION OF (Res. 34-99) ROADWAY LOTS WITHIN SUNSET RIDGE AT WAIKOLOA, PHASE 3, UNIT I, FROM SUNSET RIDGE JOINT VENTURE, TAX MAP KEY(3)6-8-032-PORTION 046, TO THE COUNTY OF HAWAII From Corporation Counsel Richard D. Wurdeman, dated January 28, 1999, transmitting the above resolution and the subject dedication deed. Informs that the Department of Public Works, Department of Water Supply and the Planning Department have all recommended acceptance of the dedication deed and that all the subdivision improvements have been completed. PW&PC-8 PAGE 2 March 16, 1999 Comm. 161: FINDING OF NO SIGNIFICANT IMPACT (FONSI) AND FINAL ENVIRONMENTAL ASSESSMENT FOR THE PROPOSED SET-ASIDE OF GOVERNMENT LAND AND THE CONSTRUCTION OF ADDITIONAL PARKING FOR THE HOOLULU PARK COMPLEX SITUATE AT WAIAKEA, SOUTH HILO, HAWAII-TAX MAP KEYS: 3RD/2-2-33:13 &14 From Mayor Stephen K. Yamashiro, dated February 12, 1999, informing the above subject FONSI and final environmental assessment have been submitted to the Office of Environmental Quality Control and that the publication of the FONSI and notice of availability of the FEA will be published in the February 23, 1999 edition of the OEQC Environmental Notice. Also transmits a copy of the final environmental assessment for Council's review. Comm. 170: AN ORDINANCE AMENDING CHAPTER 24, OF THE (Bi1144) HAWAII COUNTY CODE 1983 (1995 EDITION) RELATING TO VEHICLES AND TRAFFIC (CHANGING TITLE OF SECTION 24-201 TO PARKING FOR AUTHORIZED VEHICLES) From Council Member Leningrad Elarionoff, dated February 23, 1999, transmitting the above bill to amend Chapter 24, Section 24- 201 of the Hawaii County Code, by changing the section's title from "Special parking privileges" to "Parking for authorized vehicles." States this amendment is proposed because of the concern expressed in a previous committee meeting about the title. Comm. 172: A RESOLUTION REQUESTING THE REMOVAL OF (Res. 53-99) PARKING METER HEADS WITHIN THE AREA AFFECTED BY THE MORATORIUM IN DOWNTOWN HILO From B. J. Leithead-Todd, Council Member, dated February 23, 1999, transmitting the above resolution requesting the removal of parking meter heads within the azea affected by Resolution No. 288-98 pazking meter moratorium in downtown Hilo. Comm. 172.01: From Randy Rohner, Chairman, DIA Parking Committee, Hilo Downtown Improvement Association, dated January 29,1999, supporting the removal of the parking meter heads in the Downtown area with the exception of the Post Office block. Offers suggestions for possible implementation for proper enforcement of the parking stalls. Requests permission to install " 2 Hour Customer Parking" signage on the remaining meter posts, in the form of a bumper sticker printed in vertical format, which they would pay for and install. PW&PC-8 PAGE 3 March 16, 1999 Comm. 176: COUNTY BUILDING CODE VIOLATION COMPLAINT (TMK:3-1-2-026-42 & 3-1-2-026-43) BLACK SANDS SUBDIVISION From Collin B. Neal and Richard R. Navarro, dated February 24, 1999, registering a complaint regarding untimely and/or neglectful enforcement of the County Building Code. Chronologically lists how their complaint was passed from one County agency to another. Also attaches a copy of their letter to Mr. Russell Kokubun, Deputy Director, Planning Department and their complaint forms regarding two parcels in the Black Sands Subdivision where illegal dwellings have been built without sewage waste disposal systems, water catchments, electricity, etc..
