MOSHER TO THE HAWAII COUNTY POLICE COMMISSION From Mayor Stephen K. Yamashiro, dated September 22, 2000, submitting the following name for confirmation to serve on the Police Commission: Lawrence P. Mosher (Council District 6), to replace Jo-Anna K. Herkes (Council District 6), who resigned on May 20, 2000. A Democrat, he is a lifetime resident of Hawaii and has been retired since 1991. Prior to that he was employed by the Hawaii County Council, 1982 to 1991, and the State of Hawaii, 1978 to 1982. If approved, he will serve the balance of the unexpired term, which will end on December 30, 2002. Comm. 396.026: STATUS OF ANIMAL CONTROL SPECIAL STUDY From Legislative Auditor Constance R. Kiriu, dated October 5, 2000, reporting on the status of the animal control special study that was requested by the County Council on September 9, 1999. States that due to staffing changes and delays in obtaining opinions, it is taking an inordinate amount of time to complete the study. The special study, with agencies' comments, will be transmitted around the second week of November. Comm. 928: RESOLUTION AUTHORIZING THE MAYOR OF THE (Res. 322-00) COUNTY OF HAWAII TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF HAWAIIAN HOME LANDS, STATE OF HAWAII (Relating to county services on Hawaiian Home Lands and the settlement of delinquent real,property taxes owed by homestead lessees) From Mayor Stephen K. Yamashiro, dated September 8, 2000, transmitting the above resolution confirming the basic responsibilities and agreements between the County of Hawaii and Hawaiian Home Lands. Comm. 942: RESOLUTION CREATING A PLUMBER POSITION FOR THE (Res. 327-00) DEPARTMENT OF PARKS & RECREATION (Parks Maintenance Division From Director of Finance Dixie Kaetsu, dated September 8, 2000, transmitting the above resolution. With maintaining approximately 175 facilities throughout the entire island, just one plumber is inadequate to keep up with the tremendous overload and work requests. An independent appraiser has determined that the fair market value of the waterline easement with an area of 6,231 square feet is $2,000.00. Comm. 948: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bi11331) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (Appropriating $183,030 for an Employment and Training Fund [ETF] which the Office of Aging proposes to establish a training institute on aging); and (Res. 331-00) A RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO AN AGREEMENT WITH THE STATE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS, PURSUANT TO HRS 46-8, FOR AN AGING INSTITUTE OF HAWAII GRANT From Director of Finance Dixie Kaetsu, dated October 2, 2000, transmitting the above bill and resolution. Comm. 949: AN ORDINANCE TO AMEND ORDINANCE NO.00-63, AS (Bi11332) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (Appropriating an additional $11,567 for the Coordinated Services ,proaram~ From Director of Finance Dixie Kaetsu, dated October 2, 2000, transmitting the above bill. The funds represents approximately 414.8 additional hours of chore services from October 2000 to June 2001. FC-47 Page 4 October 17, 2000 Comm. 950: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bill 333) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (Appropriates $2,421,000 from the transient accommodations tax [TAT] [supplemental revenues which exceeds the estimated revenue included in the budget] and Transfers from the General Fund in the Sewer [$250,000] and Solid Waste [$100,000] funds, with a total amount of $2,771,000 to various funds and expenditure accounts From Director of Finance Dixie Kaetsu, dated October 2, 2000, transmitting the above bill. The Council on Revenues predicts that the County will receive $15,694,000 of TAT revenues, $2,421,000 more than estimated in the budget. Details of the proposed appropriations are listed. Comm. 951: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS (Res. 332-00) OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE FOR A COPY MACHINE (Elderly Activities Division of the Department of Parks & Recreation) From Director of Finance Dixie Kaetsu, dated October 2, 2000, transmitting the above resolution. A high volume copier is needed for the West Hawaii program. It will also be utilized by the Retired & Senior Volunteer Program, Special Programs, Hawaii County Nutrition Program, as well as the Aquatics Division and the personnel from the Fire Department of Kealakekua and Captain Cook. Comm. 952: A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A (Res. 333-00) PARK BENCH FOR THE ENTRANCE OF EDITH KANAKAOLE MULTI-PURPOSE STADIUM (From Mrs. Sally Morikawa, in memory of her late husband, Manabu "Mori" Morikawa) From Director of Finance Dixie Kaetsu, dated October 5, 2000, transmitting the above resolution.
