The first report shows transfers relating to the fiscal year ended June 30, 2000, and the second relates to the current fiscal year. Comm. 111.005: QUARTERLY EALLOCATION REPORT - 4/1/00-6/30/00 From Director of Personnel Michael R. Ben, SPHR, dated July 27, 2000, transmitting a report of reallocation actions taken on the positions covered by civil service classification and pay laws for the fourth quarter (April 1, 2000 to June 30, 2000) of the 1999- 2000 fiscal year. FC-43 Page 2 August 22, 2000 Comm. 860: AN ORDINANCE AMENDING ORDINANCE NO. 00-64, (Bi11289) AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2000 TO JUNE 30, 2001 (Appropriating $243,000 for the Public Safety Building Complex Cellblock Detention Facility Proiect) From Acting Director of Finance Dixie Kaetsu, dated July 11, 2000, transmitting the above bill to provide construction management during construction. States based on the current manpower at the Building Division, adequate supervision for a project of this magnitude is unavailable. Comm. 875: AN ORDINANCE AMENDING ORDINANCE NO.00-64, AS (Bi11299) AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2000 TO JUNE 30, 2001 (Appropriating $100,000 for the County Swimmin~Pools-Circulation Svstem Improvements~_ From Director of Finance Dixie- Kaetsu, dated July 26, 2000, transmitting the above bill. Effective October 1, 2000, chlorine gas will be reclassified as a restricted use pesticide and funds are needed to determine and install the most feasible method of disinfecting pool water. Comm. 878: 2001 HAWAII STATE ASSOCIATION OF COUNTIES (HSAC) LEGISLATIVE PROGRAM From Al Smith, Vice President, HSAC, dated August 1, 2000, transmitting the proposed 2001 HSAC Legislative Policy Statement and the proposed 2001 HSAC Legislative Program Schedule. ACTION IS REQUESTED to approve the proposed 2001 HSAC Legislative Program Policy Statement. Requests submittal of legislative proposals for inclusion in the 2001 HSAC Legislative Package to be forwarded to him (Al Smith) as soon as convenient. The processing of proposals, through the County Council, will begin in September. All four counties need to review each proposal before it can be included in the HSAC Legislative package. Because of the increasing population in the lower Puna District, the growing need of the development of amulti-purpose athletic field was found to be evident. Comm. 883: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII T (Res. 308-00) TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII, PURSUANT TO HRS 46-7, FOR A CAREER CRIMINAL PROSECUTION GRANT From Director of Finance Dixie Kaetsu, dated August 9, 2000, transmitting the above resolution. -Comm. 884: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII (Res. 309-00) TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII, PURSUANT TO HRS 46-7, FOR A VICTIM WITNESS ASSISTANCE PROGRAM GRANT From Director of Finance Dixie Kaetsu, dated August 9, 2000, transmitting the above resolution. Comm. 885: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, (Bi11303) AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (Appropriating $198,247 that the Office of the Prosecuting Attorney received for the Juvenile Accountability Incentive Block Grant); and (Res. 310-00) RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO HRS 46-7, FOR A JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT From Director of Finance Dixie Kaetsu, dated August 9, 2000, transmitting the above bill and resolution. The purpose of the grant is to establish the feasibility of a drug court program for juveniles and to hire an additional deputy prosecutor to establish and maintain information sharing among the criminal justice system, schools and social service agencies. FC-43 Page 4 August 22, 2000 Comm. 886: AN ORDINANCE TO AMEND ORDINANCE NO.00-63, AS (Bi11304) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (Appropriating $500 for the HI-PAL Program); and (Res. 311-00) RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY DONATION, FROM THE HAWAII POLICE ATHLETIC FEDERATION From Director of Finance Dixie Kaetsu, dated August 9, 2000, transmitting the above bill and resolution. Comm. 887: AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 15, (Bi11305) HAWAII COUNTY CODE, AS AMENDED, RELATING TO THE CODE OF ETHICS From Council Member Bobby Jean Leithead-Todd, dated August 10, 2000, transmitting the above bill, which is amended by following the language contained in the State Code of Ethics. Comm. 888: RESOLUTION CREATING A WORKERS COMPENSATION (Res. 312-00) SPECIALIST III POSITION AND A PERSONNEL CLERK II POSITION FOR THE WORKERS COMPENSATION UNIT From Director of Finance Dixie Kaetsu, dated August 10, 2000, transmitting the above resolution. Savings to the County in workers' compensation claims payments are expected to exceed the cost of the additional positions, therefore, the funding for the positions are coming from the amount budgeted for workers' compensation claims. The amount of $83,902 will be transferred from the Workers Compensation Account for Salaries and Wages ($79,092 and Equipment $4,810).
