Takahashi, dated April 27, 2000, transmitting the above report, in compliance with Chapter 19, Article 11, Section 19-90(e) of the Hawaii County Code, as amended. The total value of net taxable real property is $10,083,383,652, which is $201,272,153 higher than the previous year. The estimated gross value of new residential construction is $133,862,000 and commercial construction is $24,471,200. A total of 598 appeals were filed, as compared to 897 appeals in the previous year and the amount in dispute is $112,084,590 compared to $251,890,246 in the previous year. Comm. 766: A RESOLUTION COMMITTING TO FUNDING THE COST (Res. 252-00} ITEMS AWARDED TO THE HAWAII GOVERNMENT EMPLOYEES ASSOCIATION BY ARBITRATION, AFFECTING HGEA BARGAINING UNITS 02, 03, 04, 13, AND EMPLOYEES EXCLUDED FROM THOSE BARGAINING UNITS, FOR THE CONTRACT PERIOD JULY 1, 1999 THROUGH JUNE 30 2003 From Mayor Stephen K. ACTION IS REQUESTED on the following slate of HSAC Officers for FY 2000-2001, which was proposed and referred to the counties for review and approval: HSAC President Rene Mansho, City & County of Honolulu HSAC Vice President Al Smith, County of Hawaii HSAC Secretary Dennis Nakamura, County of Maui HSAC Treasurer Ronald Kouchi, County of Kauai ACTION IS REQUESTED on a proposed amendment to the HSAC Policy which requires that each negotiable instrument of the corporation be signed personally by the Treasurer and at least one other member of a council. The amendment provides that when accounts are opened by host counties for conferences or special events, disbursements of such funds by the host county shall be authorized by the signature of the Executive Committee member of such host county and by a second council member of such host county, without the necessity of the HSAC Treasurer's signature. Further, the amendment provides that a written accounting of all expenditures, along with the net proceeds, be provided to the Executive Committee.
