COUNTY ETHICS COMMISSION
From Mayor Stephen K. Yamashiro, dated March 17, 2000,
submitting the following name for confirmation to serve on the
Hawaii County Ethics Commission:
Elin T. Walborn of Volcano (CD-6) to replace
Dr. John T. Masuhara of Hilo (CD-3), who resigned.
Ms. Walborn is a 14-year resident of Hawaii, who, since
1986 has been with Teichner-Walborn Associates and since
1998 has managed the Lyman Museum Gift Shop. She
states that she has no political party affiliation. If
approved, Ms. Walborn will serve the balance of the
unexpired term which will end on December 31, 2000.

THE MICROWAVE RELOCATION AND SYSTEM
RENOVATION PROGRAM FROM $6,960,000 TO
$8 MILLION (POLICE DEPARTMENT)
From Finance Director Harry A. Takahashi, dated March 9, 2000,
transmitting the above bill. Moving from a 2ghz analog system to
a 6ghz digital system will require additional tower sites, which will
increase costs for land acquisition, equipment purchases and
construction.
Comm. 706: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR
(Res. 230-00) TO ENTER INTO AN INTERAGENCY AGREEMENT WITH
THE CITY AND COUNTY OF HONOLULU, PURSUANT TO
HRS 46-7, FOR A MEMORANDUM OF UNDERSTANDING
PERTAINING TO THE STATEWIDE NARCOTICS TASK
FORCE AND ENTERED INTO BY THE HAWAII COUNTY,
HONOLULU, MAUI AND KAUAI POLICE DEPARTMENTS;
THE HAWAII NATIONAL GUARD AND THE DRUG
ENFORCEMENT ADMINISTRATION TO CLEARLY DEFINE
THE ROLES OF THE PARTIES AND BETTER ORGANIZE

transmitting the above bill for the purchase of video conferencing
equipment for its Hilo and Kona offices as well as for the police
stations in Hilo, Kona, Keaau, Honokaa, Laupahoehoe, Waimea

AND TOURISM FOR A REBUILD AMERICA GRANT

transmitting the above bill and resolution. The Department of
Research and Development's Energy Coordinator will be
expending these funds to participate in on-going meetings of the
Rebuild Hawaii Consortium. He will also participate in two
Western Region Rebuild America Peer Exchange meetings and
one Rebuild America National Forum.

RELATING TO THE ISSUANCE OF GENERAL OBLIGATION
BONDS FOR THE PURPOSE OF FINANCING VARIOUS
PUBLIC IMPROVEMENTS FOR THE COUNTY OF HAWAII
From Mayor Stephen K. Yamashiro, dated March 22, 2000,
transmitting the above bill. Ordinance No. 99-41 authorized the
County of Hawaii to issue and sell general obligation bonds in the
amount of $30 million.
