OGASAWARA TO THE HAWAII COUNTY TAX BOARD OF REVIEW From Mayor Stephen K. Yamashiro, dated February 9, 2000, submitting the following name for confirmation to serve on the Tax Board of Review. Gordon N. Ogasawara of Kohala (CD-9) to replace Jesse K. Manlapit of Kohala (CD-9}, whose term expired on December 31, 1999. Mr. Ogasawara is a 16-year resident of Hawaii and, since 1998, has been the Executive Director of Kokua Housing, Inc. He does not have any political party affiliation. If approved, Mr. Ogasawara will serve a term to end on December 31, 2004. Finance Committee-30 Page 2 March 9, 2000 Comm. 668: NOMINATION OF HORACE S. HARA TO THE HAWAII COUNTY POLICE COMMISSION From Mayor Stephen K. Yamashiro, dated February 16, 2000, submitting the following name for confirmation to serve on the Police Commission: Horace S. Hara of Hilo (CD-4), to replace Francis E. Smith of Hilo (CD-4), whose term expired on December 31, 1999. Mr. Hara is a life-time resident of Hawaii and, since 1967, has been employed with the State Department of Education, and presently works in the Hawaii District Office as the School Renewal Specialist. He is a member of the Democratic Party. If approved, Mr. Hara will serve a term to end on December 31, 2004. Comm. 468.002 SPECIAL STUDY ON COUNTY OF HAWAII LEASES WITH NONPROFIT ORGANIZATIONS From Legislative Auditor Constance R. Kiriu, dated February 25, 2000, transmitting the above which was prepared at the request of the Council by its Resolution No. 151-99. The study provides information on the County's current nonprofit organization leases, the leasing policies, nonprofit lessee compliance and leasing policies throughout the state. The administration was given about one week to respond to the special study and departmental comments are being transmitted independent of the study. Taira, dated February 18, 2000, providing corrections to the Confidential Special Study on County of Hawaii Leases with Nonprofit Organizations. Comm. 661: ORDINANCE BILL AMENDING CHAPTER 24, DIVISION 6, (Bi11206) SECTION 24-242 OF THE HAWAIII COUNTY CODE 1983, RELATING TO PARKING PERMITS FOR DISABLED PERSONS BY REPEALING THE FEES From Mayor Stephen K. Yamashiro, dated February 7, 2000, transmitting the above bill in order to bring the County of Hawaii in line with the recent Federal court's ruling of removing the requirement that fees be paid for both the temporary and permanent placards. Comm. 662: ORDINANCE BILL AMENDING ARTICLE 1 OF CHAPTER 2 (Bi11207) OF THE HAWAII COUNTY CODE 1983 RELATING TO ADMINISTRATION CONCERNING THE BONDS FOR OFFICIALS From Finance Director Harry A. Takahashi, dated February 14, 2000, transmitting the above bill which provides the Finance Director with the responsibility in deciding which officers and employees should be bonded and the amount. Comm 670: ORDINANCE BILL AMENDING THE CAPITAL BUDGET BY (Bi11209) APPROPRIATING $1,360,440 FOR THE AHALANUI PARK/POHOIKI PARK DEVELOPMENT PROJECT From Finance Director Harry A. Takahashi, dated February 24, 2000, transmitting the above bill. FEMA is providing $1,020,330 to replace the Kalapana-Kaimu parks destroyed by the Kilauea lava flow. Comm. 672: ORDINANCE BILL APPROPRIATING $500,000 TO REPAIR (Bi11211) THE TERMITE DAMAGE AND DEFICIENCIES TO THE AIR CONDITIONING SYSTEM AT THE SEVEN SEAS LUAU HOUSE From Finance Director Harry A. Takahashi, dated February 24, 2000, transmitting the above resolution which would comply with the union contracts by providing training in addition to being more efficient and flexible during emergencies. Comm. 676: ORDINANCE BILL AMENDING THE OPERATING BUDGET (Bi11212) BY APPROPRIATING $24,500 FOR THE HAWAII ISLAND LOCAL EMERGENCY PLANNING COMMITTEE (LEPC); AND (Res. 220-00) RESOLUTION AUTHORIZING THE COUNTY OF HAWAII LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) TO ENTER INTO AN AGREEMENT WITH THE HAWAII STATE EMERGENCY RESPONSE COMMISSION (HSERC) TO ACCEPT FUNDING FROM THE HSERC AND DISBURSE SUCH FUNDS From Finance Director Harry A.
