Comm. 637: NOMINATION OF MARK M. NAKASHIMA TO THE
HAWAII COUNTY SALARY COMMISSION
From Mayor Stephen K. Yamashiro, dated January 26, 2000,
submitting the following name for confirmation to serve on the
Salary Commission:
Mark M. Nakashima of Hamakua (CD-1), to replace
Gail M. Walker of Hamakua (CD-1), whose term expired
on December 31, 1996. He is a 35-year resident of Hawaii
and, since 1992, has been a Legislative Specialist/Field
Representative with the Hawaii State Teachers Association.
He is a Democrat. If approved, he will serve the balance of
the unexpired term which will end on December 31, 2001.

Comm. 55.021: TRANSFER OF FUNDS -JANUARY 16-31, 2000
From Controller Dixie Kaetsu, dated February 2, 2000,
transmitting a Report of Transfers Authorized showing transfers
made from January 16-31, 2000, and copies of the approved
transfer forms.
Comm. 636: SINGLE AUDIT REPORT FOR FISCAL YEAR ENDING
JUNE 30 1999
From Legislative Auditor Connie Kiriu, dated January 7, 2000
transmitting the above report which was prepared by KPMG Peat
Marwick as part of the Council's overall audit contract. Attaches a
"Corrective Action Plan" and a "Summary Schedule of Prior Audit
Findings" from Controller Dixie Kaetsu.
The auditors found no instances of noncompliance that are
required to be reported under Government Auditing Standards.
Additionally, the auditors found that the County complied, in all
material respects, with the audit requirements applicable to each of
its major federal programs.
Comm. 638: ORDINANCE BILL TO AMEND ORDINANCE NO. 99-71, AS
(Bill 198) AMENDED, THE CAPITAL BUDGET, BY ADDING THE
WAIAHA BAY BEACH PARK LAND ACQUISITION
PROJECT FOR $1 MILLION
From Councilmember J. Curtis Tyler III, dated January 25, 2000,
transmitting the above bill. States Waiaha Bay Beach Park, also
known as Honl's Beach, is one of the last remaining white sand
beaches in Hawaii and urges that the County acquire this property
for the benefit of generations to come.
Comm. 639: ORDINANCE BILL TO AMEND ORDINANCE NO. 99-70, AS
(Bill 199) AMENDED, THE OPERATING BUDGET, APPROPRIATING
$10,000 INCREASE ON THE ADMINISTRATION ON
AGING'S PERFORMANCE OUTCOMES MEASURES
PROJECT

2000, transmitting the above bill. An initial $20,000 was
appropriated per Ordinance No. 99-11.

Comm. 645: RESOLUTION TRANSFERRING $15,000 FROM THE
(Res. 210-00) TRANSFER TO SOLID WASTE FUND TO THE SUNDRY
REFUND ACCOUNT

January 27, 2000, transmitting the above resolution. Notes that
this account is almost depleted due to an exceptional amount of
refunds requested.
Comm. 646: RESOLUTION ENCOURAGING THE BUILDING OF A
(Res. 211-00) "COMMUNITY OF CHARACTER" IN THE COUNTY OF
HAWAII AND CO-SPONSORING SEMINARS ON
CHARACTER-BASED PRNCIPLES OF EFFECTIVE LAW
ENFORCEMENT
From Councilman Leningrad Elarionoff, dated February 2, 2000,
transmitting the above resolution. It is proposed that two seminars
would be held in Hilo and Kona with a cost of approximately
$15,000-$20,000. The cost would be underwritten by the Council
and partially reimbursed by the Office of the Prosecuting Attorney
and by assessing a fee to about 90 participants.
Comm. 654: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII
(Res. 212-00) TO ENTER INTO AN AGREEMENT WITH THE STATE
DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT
TO HRS 46-7, FOR A CAREER CRIMINAL PROSECUTION
GRANT

Comm. 655: RESOLUTION CREATING SEVEN (7) POLICE OFFICER II
(Res. 213-00) POSITIONS FOR THE COPS AHEAD PROGRAM
From Finance Director Harry A. Takahashi, dated January 28,
2000, transmitting the above resolution. Ordinance No. 99-138 has
already appropriated $525,000 for the salaries for these positions.
