MULLER TO THE HAWAII Business) COUNTY POLICE COMMISSION From Mayor Stephen K. Yamashiro, dated January 3, 2000, submitting the following name for confirmation to serve on the Police Commission: Peter P. Muller of Hilo (Council District 2), to replace Sharon Scheele of Hilo (Council District 2), whose term expired on December 31, 1999. He is a 34-year resident of Hawaii who, since 1983, has been the Owner/President of Applied Graphics, Inc. He does not have any political party affiliation. If approved, he will serve a term to end on December 31, 2004. Yamashiro, dated January 12, 2000, submitting the following name for confirmation to serve on the Police Commission: Walter Moe of Puna (CD-5), to replace Burnalyn L. Yee of Puna (CD-5), whose term expired on December 31, 1998. He is a 9-year resident of Hawaii and is a member of the Republican Party. Since 1993, he has been self-employed as a marketing consultant. If approved, he will serve the balance of the unexpired term, which will end on December 31, 2003. Finance Committee-28 Page 3 February 1, 2000 Comm .624: MAYOR'S CERTIFICATION OF A BALANCE OF (Bill 196) $3,765,287.29 IN THE GENERAL FUND FUND BALANCE AS OF JUNE 30, 1999. ALSO TRANSMITS AN ORDINANCE BILL AMENDING ORDINANCE N0.99-70, AS AMENDED, THE OPERATING BUDGET, BY APPROPRIATING $1 MILLION FROM THE GENERAL FUND FUND BALANCE TO THE SELF INSURANCE FUND From Mayor Stephen K. Yamashiro, dated January 14, 2000, transmitting the above bill. States there is a balance of $3,765,287.29 in the General Fund fund balance as of June 30, 1999 and he is requesting that the $1 million appropriation, relating to Civil No. 97-622 (Hilo), be set aside at this time. Ordinance No. 99-142, which was approved by the Council on December 1, 1999, appropriated $333,361 from the fund balance to the Fire Department. The balance of $2,431,926.29 is requested to remain unappropriated and be used to meet the projected fund balance for the 2000-2001 operating budget. Comm. 627: RESOLUTION AUTHORIZING THE DIRECTOR OF (Res. 204-2K) FINANCE TO NEGOTIATE A LEASE OF REAL PROPERTY AT WAIMEA PARK IN SOUTH KOHALA TO THE SALVATION ARMY, ANON-PROFIT ORGANIZATION, FOR USE AS A SKATE BOARD PARK From Finance Director Harry A. Comm. 628: RESOLUTION ESTABLISHING AN APPROPRIATION FOR (Res. 205-2K) THE PARKS AND RECREATION ADMINISTRATION SECTION TO COMPUTERIZE THE OFFICE FOR WORK THAT IS DONE MANUALLY From Finance Director Harry A. Takahashi, dated January 14, 2000, transmitting the above resolution. States that by computerizing the office, work can be done more efficiently and effectively. Finance Committee-28 Page 4 February 1, 2000 Comm. 629: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC) EXECUTIVE COMMITTEE MEETING OF JANUARY 18, 2000 From Al Smith, Vice President, HSAC, dated January 20, 2000, transmitting highlights of the HSAC Executive Committee meeting of January 18, 2000. ACTION IS REQUESTED on the following: When contents of the 2000 HSAC Legislative Package were being adopted by each of the counties, one of the measures relating to a change in the civil service laws relating to eligibles for police recruit vacancies was deleted because it was believed by Maui County that the problem was a local one. It has since been determined that Maui is also having problems filling vacancies in its police force. Requests that Maui and Hawaii reconsider their positions on this matter and authorize HSAC's support of changes in the civil service laws relating to eligibles for police recruitment vacancies. Comm. 633: RESOLUTION AUTHORIZING THE APPROPRIATION AND (Res. 207-2K) USE OF PRIOR FUNDS RESULTING FROM THE EXECUTION OF A SUPPLEMENTAL AGREEMENT FOR A COMPUTER SYSTEM AND LEGISLATIVE HISTORY DATABASE FOR THE OFFICE OF THE COUNTY CLERK AND COUNTY COUNCIL From County Clerk Alan S. Konishi, dated January 19, 2000, transmitting the above resolution. It is estimated that a Temporary Election Clerk I and Elections Warehouse Worker I will need to begin their training and work earlier than anticipated. The increase in travel is created by the RFP selection process for the statewide voting systems vendor.
