Takahashi, dated November 29, 1999, transmitting the above bill. The amount of the appropriation in Ordinance 99-71 increased from $1,352,000 to $2,152,000. The total project cost is $3,972,429, of which $1,820,429 is from CDBG. Finance Committee• Page 2 January 4, 2000 Comm. 576: ORDINANCE BILL AUTHORIZING THE ISSUANCE OF NOT (Bill 181) TO EXCEED $1,800,000 PRINCIPAL AMOUNT OF GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAII FOR THE PURPOSE OF FINANCING A PORTION OF THE COSTS OF CONSTRUCTING THE EAST HAWAII POLICE DETENTION FACILITY AND TO SECURE THE PAYMENT OF A LOAN BY THE UNITED STATES OF AMERICA, DEPARTMENT OF AGRICULTURE; AND FIXING THE FORM, DENOMINATIONS, AND CERTAIN DETAILS OF SUCH BONDS AND PROVIDING FOR THEIR SALE From Finance Director Harry A. Takahashi, dated December 3, 1999, transmitting the above bill. Resolution 169-99, D. 2, provided for issuing of County of Hawaii bonds pursuant to the provisions of Chapter 47, HRS; obtaining assistance from the Farmers Home Administration, USDA, and further authorizing the Mayor to execute all instruments relating to such loans to construct the subject facility. Comm. 584: ORDINANCE BILL RELATING TO CAMPAIGN (Bill 184) CONTRIBUTIONS From Council Member Julie Jacobson, dated December 2, 1999, transmitting a bill which proposes to create a new section in the Hawaii County Code which would limit a Council Member's action on measures that concern individuals and businesses that contributed $100 or more to the campaign fund of the voting member, and to make it illegal for elected officials to have any business interest in a company that does more than $500 of business per year with the County. Comm. 584.001: From Janice Palma-Glennie, dated November 12, 1999, strongly supporting Bill 184, which would limit Council Members from voting on issues which have an appearance of conflict. Page 3 January 4, 2000 Comm. 587: ORDINANCE BILL AMENDING ORDINANCE 99-71, (Bill 185) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING, FY 1999-2000, BY ADDING $900,000 TO STUDY AND EVALUATE THE FLOODING PROBLEMS OF THE WAIAKEA-UKA AREA AND THE WAIAKEA STREAM ABOVE KOMOHANA STREET AND TO PROVIDE FLOOD CONTROL IMPROVEMENTS From Council Chairman James Y. Arakaki, dated December 14, 1999, transmitting the above bill. States, as numerous flooding has occurred in this area, the proposed study and improvement projects will benefit the homeowners in the area. Comm. 591: ORDINANCE BILL, AMENDING THE OPERATING BUDGET, (Bill 186) INCREASING BY $8,365 (PRESENT APPROPRIATION IS $19,000) THE DARE/DOE GRANT AWARDED TO THE HAWAII COUNTY POLICE DEPARTMENT; AND (Res. 191-2K) RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE DEPARTMENT OF EDUCATION, FOR THE DARE/DOE GRANT From Finance Director Harry A. Finance Committee•', Page 4 January 4, 2000 Comm. 603: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A (Res. 196-2K) DONATION FROM THE YWCA OF HAWAII ISLAND OF TWO (2) OMNICHROME LIGHT SOURCES AND ONE (1) COLPOSCOPE TO THE PROSECUTING ATTORNEY'S OFFICE From Finance Director Harry A. Takahashi, dated December 21, 1999, transmitting the above resolution. The donated items are for use at the Hilo and Kona Hospital Emergency Rooms by Sex Assault Nurse Examiners and the Police Department. The Prosecuting Attorney's Office will maintain the equipment through the Victims of Crime Act Grant funding. Comm. 604: ORDINANCE BILL AMENDING THE OPERATING BUDGET (Bill 192) BY APPROPRIATING $69,626 FROM THE STATE DEPARTMENT OF THE ATTORNEY GENERAL CRIME PREVENTION AND JUSTICE ASSISTANCE DIVISION TO THE HAWAII COUNTY POLICE DEPARTMENT FOR A DOMESTIC VIOLENCE UNIT; AND (Res. 197-2K) RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE DEPARTMENT OF THE ATTORNEY GENERAL CRIME PREVENTION AND JUSTICE ASSISTANCE DIVISION FOR A DOMESTIC VIOLENCE UNIT From Finance Director Harry A. Takahashi, dated December 22, 1999, transmitting -the above bill and resolution. The grant is provided to improve the law enforcement response to domestic violence incidents in the County of Hawaii by improving the quality of reports deferred to the Prosecutor's Office for more effective prosecution of offenders. Finance Committee-: Page 5 January 4, 2000 Comm. 605: ORDINANCE BILL AMENDING THE OPERATING BUDGET (Bill 193) BY APPROPRIATING $48,720 FROM THE STATE DEPARTMENT OF THE ATTORNEY GENERAL CRIME PREVENTION AND JUSTICE ASSISTANCE DIVISION TO THE POLICE DEPARTMENT FOR SERVICE OF PROTECTION ORDERS; AND (Res. 198-2K) RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE DEPARTMENT OF THE ATTORNEY GENERAL CRIME PREVENTION AND JUSTICE ASSISTANCE DIVISION FOR A SERVICE OF PROTECTION ORDERS GRANT From Finance Director Harry A. This grant is provided to improve the Police Department's response to crimes of violence involving women by ensuring service of court issued documents.
