MANAGO TO THE HAWAII COUNTY POLICE COMMISSION From Mayor Stephen K. Yamashiro, dated November 29, 1999, submitting the following name for confirmation to serve on the Police Commission: Dwight K. Manago of Council District 7, to replace Deborah L. Baker of Council District 7, whose term will expire on December 31, 1999. Since 1984, Mr. Manago has been the manager of the Manago Hotel, Inc. He has no political affiliation. If approved, he will serve a term to end on December 31, 2004. She will also provide cost information for this service. Charles Roessler, Hoike TV (Kauai), to demonstrate delayed captioning at County Council meetings for individuals with disabilities. He will also provide cost information for this service. (Note: A sign language interpreter will be available to accommodate the hearing- impaired persons) UNFINISHED BUSINESS Comm. 335: REQUEST "REAL TIME CAPTIONING" AS PART OF BID PROPOSAL FOR COUNCIL TELEVISION COVERAGE FOR THE DEAF AND HEARING-IMPAIRED From Laura L. Tobosa, Chair, County of Hawaii Committee on People with Disabilities, dated June 17, 1999, recommending that the County include "real time captioning" as part of the bid proposal for the County Council television coverage. Comm. 335.001: From Melvin & Dixie Kaetsu, dated August 3, 1999, in support of the recommendation of the Committee on People with Disabilities that the County provide for real time captioning of the televised County Council and committee meetings. Comm. 335.002: From Edwin and Marjorie Parks, dated August 5, 1999, requesting that real time captioning be funded for Council meetings that are televised in Hawaii. Comm. 335.003: From Betsy Palmer, Chair, Committee on People with Disabilities, dated November 4, 1999, informing that Ms. Sharon Mujtabaa, who is providing captioning for the Honolulu County Council, would like to come to Hilo to discuss the captioning project. Comm. 335.004: From Merle Martin, Center for Independent Living-West Hawaii, dated November 10, 1999, regarding "Real Time Captioning" for persons that are hearing impaired to be able to witness County Council meetings on television. Comm. 335.006: From Ron Amundson, Secretary, Disability Rights Hawaii, dated November 13, 1999, urging that a prompt decision be made on the provision of real-time captioning for County Council and Committee televised meetings. Comm. 335.007: From Richard C. Luckham, Staff Attorney-East Hawaii, Protection and Advocacy Agency of Hawaii, dated November 18, 1999, requesting that the County include "real time captioning" as a requirement of the bid proposal for all future County Council television coverage. Comm. 335.008: From County Clerk Al Konishi, dated November 30, 1999, regarding the issue of captioning meeting broadcasts for Committee and Council meetings. States the County of Kauai has implemented acost-effective arrangement whereby broadcasts would be delayed about two days after each meeting, thus eliminating the need for a court reporter to create captions on a live or "same day" basis which results in great expense to the County. Takahashi, dated November 10, 1999, transmitting the above resolution, which will provide afull- time employee to manage the immense inventory of the Fire Department on a daily basis. Comm. 543: ORDINANCE BILL APPROPRIATING $31,400 FROM THE (Bill 170) STATE DEPARTMENT OF TRANSPORTATION MOTOR VEHICLE SAFETY OFFICE TO THE HAWAII COUNTY POLICE DEPARTMENT FOR THE BIG ISLAND TRAFFIC SAFETY AWARENESS PROJECT; AND (Res. 177-99) RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE DEPARTMENT OF TRANSPORTATION, FOR THE BIG ISLAND TRAFFIC SAFETY AWARENESS PROJECT From Finance Director Harry A. The grant is provided to help decrease fatal traffic accidents in the South Hilo and Puna districts by at least 5 percent. Comm. 553: ORDINANCE BILL AMENDING THE OPERATING BUDGET (Bill 175) BY APPROPRIATING AN ADDITIONAL $20,363 STATE GRANT FOR PROJECTS TO THE OFFICE OF AGING From Finance Director Harry A. Takahashi, dated November 17, 1999, transmitting the above bill. The amount of $605,000 has already been appropriated this fiscal year. Comm. 554: ORDINANCE BILL AMENDING THE OPERATING BUDGET (Bill 176) BY APPROPRIATING A $20,000 GRANT FROM PHILIP MORRIS COMPANIES, INC. AS PART OF THE SENIOR HELPINGS 1998/99 NATIONAL INITIATIVE From Finance Director Harry A. Takahashi, dated November 17, 1999, transmitting the above bill. This grant will fund 2,200 ethnic meals for 20 at-risk native, homebound seniors in rural areas. Comm. 555: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A (Res. 178-99) DONATION OF AWHEELCHAIR-ACCESSIBLE WATER COOLER DRINKING FOUNTAIN (ESTIMATED VALUE $483) FROM THE BIG ISLAND INTERSCHOLASTIC FEDERATION FOR THE AFOOK-CHINEN CIVIC AUDITORIUM From Finance Director Harry A.
