Comm. 523: NOMINATION OF CHARLES H. COPE TO THE HAWAII
COUNTY FIRE BOARD OF APPEALS
From Mayor Stephen K. Yamashiro, dated October 25, 1999,
submitting the following name for confirmation to serve on the
Hawaii County Fire Board of Appeals:
Charles H. Cope of Kona, to replace Herbert T. Hayama of
Hilo, whose term expired on December 31, 1998. Since
1981, Mr. Cope has been employed as a Fire Rescue
Specialist with the Hawaii County Fire Department. He
has no political party affiliation. If approved, he will serve
a term to end on December 31, 2003.

Comm. 518: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS
(Res. 165-99) OF A LATER FISCAL YEAR AND OF MORE THAN ONE
FISCAL YEAR FOR AMULTI-YEAR LEASE OF A COPY
MACHINE FOR THE DEPARTMENT OF FINANCE,
ACCOUNTS DIVISION
From Finance Director Harry A. Takahashi, dated October 26,
1999, transmitting the above resolution. The present copier is over
five years old; thus, requiring more repairs and having more down
time. By leasing a new machine steep maintenance costs will be
avoided.
Comm. 524: RESOLUTION AUTHORIZING THE ACCEPTANCE OF
(Res. 167-99) A DONATION OF RADIO EQUIPMENT FROM THE MAUI
COUNTY POLICE DEPARTMENT TO THE HAWAII
COUNTY FIRE DEPARTMENT
From Fire Chief Edward Bumatay, dated October 28, 1999,
transmitting the above resolution. The donation includes a Radio
911 system, a Radio Console MOTOROLA 911 System, a Radio
Console MOTOROLA Centracom II, and a Station 911 Call Taker.
The total value of the donated items is $141350.31.

Comm. 525: ORDINANCE BILL AMENDING THE OPERATING BUDGET,
(Bill 165) AS AMENDED, BY APPROPRIATING AN ADDITIONAL
$1,300 FOR THE ENERGY COORDINATOR PROGRAM; AND
(Res. 168-99) RESOLUTION AUTHORIZING THE COUNTY OF HAWAII
TO ENTER INTO AN AGREEMENT WITH THE STATE OF
HAWAII, DEPARTMENT OF BUSINESS, ECONOMIC
DEVELOPMENT AND TOURISM FOR AN ENERGY
COORDINATOR PROGRAM
From Finance Director Harry A. Takahashi, dated October 29,
1999, transmitting the above bill and resolution. The sum of
$52,000 has already been appropriated. The continuation of the
Energy Coordinator Program will further increase the efficiency of
energy use in County facilities as well as advance the use of
renewable energy resources on the Big Island.
Comm. 526: RESOLUTION AUTHORIZING AND PROVIDING FOR THE
(Res. 169-99) INCURRENCE OF INDEBTEDNESS FOR THE PURPOSE OF
PROVIDING A PORTION OF THE COSTS OF
CONSTRUCTING THE EAST HAWAII POLICE DETENTION
FACILITY
From Finance Director Harry A. Takahashi, dated October 28,
1999, transmitting the above resolution. It is necessary for the
County of Hawaii to raise a portion of the costs of construction by
issuing its bonds in the principal amount of $1.5 million. The
County intends to obtain assistance from the United States
Department of Agriculture in the financing of such an undertaking.
Comm. 527: RESOLUTION APPROPRIATING FUNDS TO KAPIOLANI
(Res. 170-99) MEDICAL CENTER, A QUALIFYING NON-PROFIT
ORGANIZATION, TO PROVIDE SEXUAL ASSAULT
SERVICES TO VICTIMS
From Finance Director Harry A. Takahashi, dated October 29,
1999, transmitting the above resolution which transfers
$40,826.25, the remaining balance from the YWCA of Hawaii
Island, Sexual Assault Support Service, to the Kapiolani Medical
Center for Women and Children.

Comm. 529: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC)
EXECUTIVE COMMITTEE MEETING OF OCTOBER 22, 1999
From Al Smith, Vice President, HSAC, dated November 3, 1999,
transmitting highlights of the HSAC Executive Committee meeting
of October 22, 1999.
ACTION IS REQUESTED on the following:
For its 2000 HSAC Legislative Package, 24 proposals, as
listed, were referred to the counties for consideration. It is
requested that the Hawaii County Council review each of
these proposals and determine whether it merits inclusion
in the 2000 HSAC Legislative Package.
Comm. 532: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII
(Res. 171-99) TO ENTER INTO AN AGREEMENT WITH THE STATE
DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT
AND TOURISM (DBED~ FOR A FILM PROMOTION GRANT
From Finance Director Harry A. Takahashi, dated November 3,
1999, transmitting the above resolution. The grant is to promote
film and television production on the Island of Hawaii.
Comm. 533: RESOLUTION CREATING TWO (2) HOUSING AND
(Res. 172-99) COMMUNITY DEVELOPMENT (OHCD) SPECIALIST III
POSITIONS TO IMPLEMENT A PROGRAM ASSISTING
LOW-INCOME FAMILIES WITH RENT ASSISTANCE
From Finance Director Harry A. Takahashi, dated November 3,
1999, transmitting the above resolution. The receipt of 300
vouchers for the current residents of Hilo Val Hala Apartments
will generate sufficient administration funds for the two new
positions to implement the program.
Comm. 534: ORDINANCE BILL AMENDING THE CAPITAL BUDGET, AS
(Bill 169) AMENDED, APPROPRIATING $2,155,000 FOR VARIOUS
PARKS AND RECREATION PROJECTS

1999, transmitting the above bill for various Parks and Recreation
improvement projects, as listed.
