transmitting a report of reallocation actions taken on the positions
covered by civil service classification and pay laws for the first
quarter (July 1, 1999 to September 30, 1999) of the 1999-2000
fiscal year.

Comm. 496: ORDINANCE BILL AMENDING THE OPERATING BUDGET,
(Bill 148) AS AMENDED, BY INCREASING REVENUES FROM THE
STATE DEPARTMENT OF HEALTH AND REALLOCATION
OF FUNDS RESULTING FROM REDUCTION IN THE
FRINGE BENEFIT RECOVERY, FOR EMERGENCY
MEDICAL SERVICES
From Finance Director Harry A. Takahashi, dated October 14,
1999, transmitting the above bill. The additional and reallocated
funds will be utilized to fund 24-hour operations for the
aeromedical helicopter; to purchase equipment for the ambulance
units and Dispatch Center; to partially fund the three new
dispatcher positions; and to fund a new ambulance unit based at
the Keauhou Fire Station, beginning December 1, 1999.
Comm. 498: ORDINANCE BILL AMENDING THE OPERATING BUDGET,
(Bill 147) AS AMENDED, BY APPROPRIATING A $26,320 GRANT TO
THE HAWAII COUNTY POLICE DEPARTMENT FROM THE
STATE DEPARTMENT OF TRANSPORTATION, MOTOR
VEHICLE SAFETY OFFICE, FOR A YOUTH DETERRENCE
GRANT; AND
(Res. 157-99) RESOLUTION AUTHORIZING THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE DEPARTMENT
OF TRANSPORTATION FOR A YOUTH DETERRENCE
GRANT

1999, transmitting the above bill and resolution. The grant and its
mission include youth deterrence to reduce the number of alcohol
related fatalities and injuries to those under 21 years of age.

(Bill 149) AS AMENDED, BY APPROPRIATING $41,796 TO THE
HAWAII COUNTY POLICE DEPARTMENT FROM THE
STATE DEPARTMENT OF TRANSPORTATION, MOTOR
VEHICLE SAFETY OFFICE, FOR A SPEED ENFORCEMENT
GRANT; AND
(Res. 158-99) RESOLUTION AUTHORIZING THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE DEPARTMENT
OF TRANSPORTATION, FOR A SPEED ENFORCEMENT
GRANT

mission include highway speed enforcement to reduce speed in
related motor vehicle traffic fatalities as well as speed on highway

MOTOR VEHICLE SAFETY OFFICE, FOR A SOBRIETY
CHECKPOINT GRANT; AND
(Res. 159-99) RESOLUTION AUTHORIZING THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE DEPARTMENT
OF TRANSPORTATION, FOR A SOBRIETY CHECKPOINT
GRANT

mission include sobriety checkpoint expansion to reduce motor
vehicle collisions, injuries and/or fatalities attributed to alcohol
and/or fatalities attributed to alcohol and/or drug use of an
impaired driver.

(Bill 151) AS AMENDED, BY APPROPRIATING AN ADDITIONAL
$3,600 TO THE HAWAII COUNTY POLICE DEPARTMENT
FROM THE STATE DEPARTMENT OF TRANSPORTATION,
MOTOR VEHICLE SAFETY OFFICE, FOR A SEATBELT
ROADBLOCK GRANT; AND
(Res. 160-99) RESOLUTION AUTHORIZING THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE DEPARTMENT
OF TRANSPORTATION, FOR A SEATBELT ROADBLOCK
GRANT

1999, transmitting the above bill and resolution. The grant and its
mission include seatbelt enforcement to reduce motor vehicle front
seat occupant fatalities as well as reduce injuries and/or fatalities to
children by increasing child safety seat use.

Comm. 502: RESOLUTION CHANGING THE TIME ELEMENT OF
(Res. 161-99) THREE (3) FACILITIES MAINTENANCE AND SERVICE
WORKER I, 1/2T TO FULL TIME (PARKS AND
RECREATION DEPARTMENT
From Finance Director Harry A. Takahashi, dated October 19,
1999, transmitting the above resolution. Since 1995-96, there has
been a 40% increase in the usage of the facilities under the Hoolulu
Complex and a 56% increase in revenues. By increasing the time
elements of three (3) Facilities Maintenance and Service Worker I,
from 1/2T to full time, the additional four (4) hours a day will
enable staff to do additional tasks daily and ordinary preventive
maintenance assignments can also be accomplished.
Comm. 503: ORDINANCE BILL AMENDING THE CAPITAL BUDGET,
(Bill 152) AS AMENDED, TO ADD THE BANYAN DRIVE SEWAGE
PUMP STATION REHAB PROJECT
From Finance Director Harry A. Takahashi, dated October 20,
1999, transmitting the above bill. The project is to rehabilitate the
Banyan Drive sewage pump station due to the exceeded useful life
of the existing facility. The new installation should reduce
operating costs and eliminate the need to enter confined spaces as
part of the regular maintenance.
Comm. 507: RESOLUTION TO TRANSFER $7,000 FROM THE COUNTY
(Res. 162-99) CLERK'S OFFICE, ELECTION DIVISION PRINTING
ACCOUNT, TO COVER A SHORTAGE IN THE OVERTIME
S&W ACCOUNT
From County Clerk Al Konishi, dated October 22, 1999,
transmitting the above resolution. The funds are to cover part of
the overtime expense related to the retroactive pay and the
continuous need to update voter registration addresses and staff s
participation in statewide working sessions to update standard
operating procedures.
