Yamashiro, dated October 4, 1999, submitting the following names for confirmation to serve on the Hawaii County Salary Commission: Jason A. Hashimoto of Puna, to replace Cornelia L. Anguay of Puna. Since 1989, Mr. Hashimoto has been the vice president/manager of Hashimoto Nursery. He has no political party affiliation. Yamashiro, dated October 4, 1999, transmitting the following name for confirmation to serve on the County Ethics Commission: Carl L. Simons of Kona, to replace Carl A. Carlson, Jr. of Kona, whose term expired on December 31, 1998. Since 1980, Mr. Simons has been the president of West Hawaii Concrete. He is a member of the Republican Party. If approved, he will serve a term which will end on December 31, 2004. Comm. 486: NOMINATION OF DEBORAH L. BAKER TO THE HAWAII COUNTY ETHICS COMMISSION From Mayor Stephen K. Yamashiro, dated October 8, 1999, transmitting the following name for confirmation to serve on the County Ethics Commission: Deborah L. Baker of Kona, to replace Leonetta H. Mills of Kohala, whose term will end on December 31, 1999. Since 1990, Ms. Baker has been employed as a public relations/advertising representative with Current Events. She is a member of the Democratic Party. If approved, she will serve a term to end December 31, 2004. Comm. 489: NOMINATION OF AGNES P. PERREIRA TO THE HAWAII COUNTY PENSION BOARD From Mayor Stephen K. Yamashiro, dated October 13, 1999, transmitting the following name for confirmation to serve on the Hawaii County Pension Board: Agnes P. Perreira of Hilo, to replace Laura Y. Chock of Hilo, whose term will expire on December 31, 1999. Ms. Perreira is currently employed as a greeter/customer service representative with the Credit Union of Hawaii. Nakashima of Hamakua, whose term will expire on December 31, 1999. Since 1994, Mr. Morifuji has been the manager of Mauna Lani Service, Inc. He is a member of the Democratic Party. If approved, he will serve a term to end December 31, 2005. Comm. 491: NOMINATION OF PAUL J. KIERKIEWICZ TO THE HAWAII COUNTY LI UOR CONTROL ADJUDICATION BOARD From Mayor Stephen K. Yamashiro, dated October 13, 1999, transmitting the following name for confirmation to serve on the Hawaii County Liquor Control Adjudication Board: Paul J. Kierkiewicz of Hilo, to replace Rudolph C. Hart of Hamakua, whose term of office will expire on December 31, 1999. Since 1979, Mr. Kierkiewicz has been the president of Mauna Kea Agronomics, and since 1989 the owner/president of Hawaii Ice and Cold Storage Co. He has no affiliation with any political party. If approved, he will serve a term to end on December 31, 2004. Yamashiro, dated September 22, 1999, transmitting the above resolution. The license would be granted to Mr. Kiyoshi Okubo and the museum for not more than a period of five years, during which time a permanent location would be sought. Comm. 480: ORDINANCE BILL AMENDING CHAPTER 19 OF THE (Bill 143) HAWAII COUNTY CODE 1983 (1995 EDITION), RELATING TO REAL PROPERTY TAX EXEMPTIONS From Deputy Corporation Counsel Gerald Takase, dated October 7, 1999, transmitting the above bill which amends the Hawaii County Code by deleting real property tax exemptions under State law that are no longer valid or should be controlled by the County. Comm. 481: ORDINANCE BILL APPROPRIATING AN ADDITIONAL (Bill 144) AWARD OF $525,000 FROM THE U.S. DEPARTMENT OF JUSTICE, UNDER THE COPS UNIVERSAL HIRING SUPPLEMENT PROGRAM, FOR SEVEN (7) ADDITIONAL POLICE OFFICERS FOR COMMUNITY POLICING; AND Res. 154-99: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO HRS 46-7, FOR A COPS UNIVERSAL HIRING SUPPLEMENTAL GRANT From Finance Director Harry A. Takahashi, dated October 7, 1999, transmitting the above bill and resolution. The grant is to be used strictly for salaries and fringe benefits for the additional community policing officers. FC-22 Page 5 October 26, 1999 Comm. 482: ORDINANCE BILL AMENDING THE CAPITAL BUDGET TO (Bill 145) ADD THE KAPIOLANI STREET AND ULULANI STREET RECONSTRUCTION PROJECT TO THE LIST OF ENGINEERING DIVISION PROJECTS, SOUTH HILO FUEL TAX DISTRICT From Finance Director Harry A. Takahashi, dated October 7, 1999, transmitting the above bill. The project will improve roadway safety, replace cracked, damaged and sliding asphalt concrete pavements, provide and improve accessibility for disabled and elderly persons, and improve drainage in the area. Comm. 492: ORDINANCE BILL APPROPRIATING $500,000 GRANT (Bill 146) FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR PROJECT IMPACT; AND (Res. 156-99) RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), PURSUANT TO SECTION 46-7, HAWAII REVISED STATUTES, AS AMENDED, FOR A FEMA PROJECT IMPACT GRANT From Finance Director Harry A. Takahashi, dated October 11, 1999, transmitting the above bill and resolution. The goal of this project is to involve, motivate and empower our widespread communities to mitigate the effects of hurricanes, tsunamis and wild fires before the disaster occurs. UNFINISHED BUSINESS Comm. 335: REQUEST "REAL TIME CAPTIONING" AS PART OF BID PROPOSAL FOR COUNCIL TELEVISION COVERAGE FOR THE DEAF AND HEARING-IMPAIRED From Laura L. Tobosa, Chair, County of Hawaii Committee on People with Disabilities, dated June 17, 1999, recommending that the County include "real time captioning" as part of the bid proposal for the County Council television coverage. This is a basic requirement of the FCC and total enforcement must be completed by the year 2005. Comm. 335.001: From Melvin ~i Dixie Kaetsu, dated August 3, 1999, in support of the recommendation of the Committee on People with Disabilities that the County provide for real time captioning of the televised County Council and committee meetings.
