ROCK AS DIRECTOR OF DATA SYSTEMS A NEWLY CREATED DEPARTMENT From Mayor Stephen K. Yamashiro, dated September 21, 1999, submitting for confirmation the following appointment: Gail A. Rock as Director of Data Systems, a newly created department. Mr. Rock is currently the Data Processing Manager for the County Department of Data Systems. He earned a B.S. degree in Engineering at Penn State University, a M.S. degree in Computer Science at New Mexico State University, and is a graduate of the New York Institute of Finance. Comm. 441: COUNTY OF HAWAII, GENERAL OBLIGATION BONDS, SERIES 1999-A $30,000,000 AND REFUNDING SERIES-B $18 940000 From Finance Director Harry A. Takahashi, dated September 13, 1999, informing that, pursuant to County Council Ordinance No. 99-41 and Ordinance No. 99-68, he has proceeded with the issuance and sale of $30,000,000 principal amount of General Obligation Bonds, 1999 Series A and $18,940,000 principal amount of General Obligation Refunding Bonds, 1999 Series B, of the County. Submits a report on the issuance and sale as detailed in his letter. Comm. 441.001: From Finance Director Harry A. Takahashi, dated September 14, 1999, certifying, in accordance with Section 47C-3, Hawaii Revised Statutes, that the attached supplemental summary of indebtedness of the County of Hawaii as of September 14, 1999 is correct. The closing of the $30,000,000 1999 Series A and $18,940,000 1999 B Refunding Series B on September 14, 1999 requires preparation of this report and is included in this report. Also attached are the concurrences to the supplemental summary by the Chairman of the Finance Committee and the Corporation Counsel. Comm. 456: ORDINANCE BILL APPROPRIATING $300,000 TO (Bill 134) UPGRADE THE KEALAKEHE REFUELING STATION From Finance Director Harry A. Takahashi, dated September 20, 1999, transmitting the above bill. During an annual underground fuel storage tank inspection, it was discovered that the Kealakehe Refueling Station was not in compliance with EPA regulations, for reasons, as listed. Comm. 457: RESOLUTION CREATING TWO (2) DETECTIVE, PO-11 (Res. 148-99) POSITIONS IN THE HAWAII COUNTY POLICE DEPARTMENT UNDER THE BYRNE MEMORIAL GRANT IN THE NEWLY-FORMED INVESTIGATIVE UNIT (SEX CRIMES UNIT) From Finance Director Harry A. Takahashi, dated September 20, 1999, transmitting the above resolution. The purpose of this grant of investigating only reports of sexual assault should result in a higher rate of prosecution. Comm. 460: ORDINANCE BILL AMENDING ORDINANCE NO. 99-71, AS (Bill 135) AMENDED, THE CAPITAL BUDGET, APPROPRIATING $10,000 AWARDED FROM THE HAWAII ELECTRIC INDUSTRIES CHARITABLE FOUNDATION TO THE BIG ISLAND RESOURCE CONSERVATION & DEVELOPMENT COUNCIL, A NONPROFIT ORGANIZATION, AND COUNTY MATCHNG FUNDS OF $12,862.46 TO PURCHASE PLAY EQUIPMENT FOR THE AINAOLA PARK; AND (Bill 136) ORDINANCE BILL AMENDING ORDINANCE 99-70, AS AMENDED, THE OPERATING BUDGET, APPROPRIATING $12,862.46 COUNTY MATCHING FUNDS FROM THE PARK DEDICATION FUND TO PURCHASE PLAY EQUIPMENT FOR THE AINAOLA PARK From Finance Director Harry A. Takahashi, dated September 27, 1999, transmitting the above bills. The County will be providing matching funds for the purchase and installation of the play equipment by the Big Island Resource Conservation and Development Council. The terms of the grant require the involvement of a nonprofit entity and the providing of matching funds. FC-21 Page 4 October 13, 1999 Comm. 461: ORDINANCE BILL, AMENDING ORDINANCE NO 99-71, (Bill 137) AS AMENDED, THE CAPITAL IMMPROVEMENT BUDGET, FOR ADDITIONAL APPROPRIATION (COUNTY SHARE $980,000; FEDERAL SHARE $6,313,100) FOR THE MOHOULI STREET EXTENSION PROJECT From Finance Director Harry A. Takahashi, dated September 27, 1999. This project will create a direct connection between Mohouli Street from Komohana Street to the Kaumana/Ainako area. Included in this project will be a 2-lane roadway, street lights, drainage and intersection improvements at Ainako, Komohana and Kukuau Streets Comm. 462: ORDINANCE BILL AMENDING ORDINANCE N0.99-70, AS (Bill 138) AMENDED, THE OPERATING BUDGET, APPROPRIATING AN ADDITONAL $1,100 FOR THE RETIRED AND SENIOR VOLUNTEER PROGRAM From Finance Director Harry A. Takahashi, dated September 28, 1999, transmitting the above bill. As all RSVP directors are required to attend the National Senior Service Corps Conference in Orlando, Florida, a Notice of Grant Award has been received from the Corporation for National Service for this one-time increase for travel expenses. Comm. 464: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII (Res. 14~~.=99) TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII, DEPARTMENT OF HUMAN SERVICES, OFFICE OF YOUTH SERVICES, FOR A GRANT TO CONTINUE A COMMUNITY-BASED DELINQUENCY PREVENTION PROGRAM IN KA'U From Finance Director Harry A. This grant is to provide expenses to continue to develop the "Kokua Ka'u Project" through Ka'u Learning Center, the umbrella for The Ka'u Council. Funds have already been appropriated in the Operating Budget. FC-21 Page 5 October 13, 1999 UNFINISHED BUSINESS Comm. 335: REQUEST "REAL TIME CAPTIONING" AS PART OF BID PROPOSAL FOR COUNCIL TELEVISION COVERAGE FOR THE DEAF AND HEARING-IMPAIRED From Laura L. Tobosa, Chair, County of Hawaii Committee on People with Disabilities, dated June 17, 1999, recommending that the County include "real time captioning" as part of the bid proposal for the County Council television coverage. This is a basic requirement of the FCC and total enforcement must be completed by the year 2005.
