(Res.. 129-99) ENTER INTO AMULTI-YEAR LEASE FOR A COPY
MACHINE FOR THE DEPARTMENT OF PUBLIC WORKS,
BUILDING DIVISION, IN KAILUA-KONA
From Finance Director Harry A. Takahashi, dated August 2, 1999,
transmitting the above resolution. The lease, with option to
purchase, will be for a term of 5 years and will save the County
approximately $200 a month.

as amended by the City and County of Honolulu;

Comm. 407: HAWAII STATE ASSOCIATION OF COUNTIES (HSAC)
2000 HSAC LEGISLATIVE PROGRAM
From Al Smith, Vice President, HSAC, dated August 3, 1999,
transmitting the 2000 HSAC Legislative Program.
ACTION IS REQUESTED on the following:
Approve the proposed 2000 HSAC Legislative Program
Policy Statement.
Hawaii County HSAC members are requested to submit legislative
proposals for inclusion in the 2000 HSAC Legislative Package to
be forwarded to him (Al Smith) as soon as convenient. The
processing of proposals, through the County Council, will begin
during September. All four counties need to review each proposal
before it can be included in the HSAC Legislative package.
Comm. 412: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR
(Res. 130-99) TO ENTER INTO AN AGREEMENT WITH THE UNITED
STATES OF AMERICA, FOR A DOMESTIC
VIOLENCE/SEXUAL ASSAULT TRAINING GRANT
From Finance Director Harry A. Takahashi, dated August 9, 1999,
transmitting the above resolution for the purchase of 50 35-mm
cameras and a colposcope to photograph documentation of forensic
injuries to sexual assault victims.

Comm. 382: RESOLUTION OF THE COUNCIL OF THE COUNTY OF
(Res. 119-99) HAWAII AUTHORIZING THE ACQUISITION OF THE "ICE
HOUSE" BY LAND EXCHANGE, TMK:3'~/2-1-03:24
From Mayor Stephen K. Yamashiro, dated July 15, 1999,
transmitting the above resolution which will provide the Finance
Director with the authority to enter into negotiations with Mauna
Kea Agronomics, Inc., for the acquisition of the "Ice House," by
land exchange, on avalue-for-value basis, for so much of the
available County of Hawaii-owned properties, as necessary.
Comm. 382.001: From Craig Smith, Co-President, Hilo Outdoor Circle, dated
July 29, 1999, commenting on the land exchange or purchase of
the Ice House.
Comm. 358: RESOLUTION PRESENTING A PARTIAL, REFORMULATED
(Res. 113-99) PLAN OF DISPOSITION FOR THE FORMER HAMAKUA
SUGAR COMPANY, INC. LANDS NOW UNDER COUNTY
OWNERSHIP
From Mayor Stephen K. Yamashiro, dated June 30, 1999,
submitting the above resolution which provides the Finance
Director the authority to dispose of certain former Hamakua Sugar
Company, Inc. lands now under County ownership and such other
County-owned lands which maybe available by land exchange and
fee simple sale. The resolution further provides that should the
parties fail to agree to the proposed land exchange and/or there are
no qualified applicants or bidders for the proposed sale in fee
simple, the Finance Director is authorized to dispose of the listed
properties, in accordance with the Hawaii County Code
Comm. 358.001: Copy of letter to New Board of Directors, Bishop Estate, KSBE,
from Lynn Nakkim, Hawaii Horsetales Ranch, commenting
against the land exchange of certain County-owned lands in
Hamakua with Bishop Estate. Also, attaches copy of her testimony
made on August 2, 1998 regarding the matter.

(Res. 126-99) AUDITOR'S OFFICE TO PERFORM A SPECIAL STUDY
ABOUT THE STATUS OF ANIMAL CONTROL IN THE

complaints about our animal control program.
