FC-15 Page 2 July 7, 1999 Comm. 333: ORDINANCE BILL AMENDING CHAPTER 19, ARTICLE 11, (Bi1193) SECTION 19-90(g), HAWAII COUNTY CODE 1983 (1995 EDITION) RELATING TO THE MINIMUM TAX From Council Member J. Curtis Tyler, III, dated June 7, 1999, transmitting the above bill which proposes to amend the current minimum real property tax of $25 per parcel to $100. Comm. 333.001: From Roy S. Mushrush, Chairman, Community & Government Affairs, Kona Palisades Estates Community Association, dated June 1 1, 1999, informing that at their Board meeting held on June 9, 1999, the consensus was to raise the minimum tax to a level to at least cover the clerical costs of the billing and record keeping. There was no specific dollar limit agreement on the minimum. Regarding the distribution of the tax receipts for the benefit of the area, the consensus was to use the funds more in proportion to the population distribution. Feels that the tax contributions are much higher from West Hawaii and the expenditures are much higher in East Hawaii. Comm. 337: RESOLUTION AUTHORIZING THE NEGOTIATIONS (WITH (Res. 104-99) THE STATE JUDICIARY) OF A LEASE OF A PORTION OF THE FORMER J.C. PENNEY SITE, BEING A PORTION OF THE KAIKO'O MALL, SITUATE AT WAIAKEA, SOUTH HILO, HAWAII, TMK:3an/2-2-15:33 From Acting Mayor William G. Davis, dated June 16, 1999, transmitting the above resolution. Attached is Exhibit "A" which provides certain terms and conditions of the proposed lease. Comm. 339: RESOLUTION AUTHORIZING THE ISSUANCE OF A (Res. 105-99) LICENSE OVER A PORTION OF THE FORMER HAMAKUA SUGAR COMPANY, INC. LANDS NOW UNDER COUNTY OWNERSHIP SITUATE AT WAIKOEKOE, HAMAKUA, HAWAII, TMK: 3an/4-8-03:05 PORTION) From Mayor Stephen K. Yamashiro, dated June 8, 1999, transmitting the above resolution which will provide the Finance Director with the authority to issue a license to Winkler Wood Products, Inc. for the harvest of Cook Pine and various Eucalyptus species at Waikoekoe, Hamakua. Comm. 349: RESOLUTION APPROVING THE COST ITEMS DECIDED (Res. 109-99) UPON BY AN ARBITRATION PANEL AFFECTING SHOPO BARGAINING UNIT 12 AND EMPLOYEES EXCLUDED FROM BARGAINING UNIT 12 FOR THE CONTRACT PERIOD JULY 1, 1999 THROUGH JUNE 30, 2003 From Mayor Stephen K. Yamashiro, dated June 24, 1999, transmitting the above resolution. Cost items presented for Council's consideration are a continuation of step movements during the four years covered, and across-the board increases of 1.00% on January 1, 2000, 1.00% on October 1, 2000, 2.00% on July 1, 2001 and 5.00% on July 1, 2002. Attached is an exhibit showing the total cost of these various adjustments over the four years of the contract.
