Rosendahl, President, Hilo Downtown Improvement Association (HDIA), dated February 23, 1999, stating that at their meeting of November 6, 1998, the Executive Board of HDIA approved the recommendation of the HDIA Parking Committee to approve the expenditure of up to $500 of HDIA funds to assist the County in removing parking meter heads and capping of meter posts in downtown Hilo.
