Yamashiro, dated April 9, 1999, submitting the following name for confirmation to the Hawaii County Liquor Commission: Sidney Lee of Hilo to replace Paul Kierkiewicz of Hilo, whose term has expired. He is a lifetime Hawaii resident and since 1984 has been the president and general manager of Glass, Inc. He has no political party affiliation. If approved, Mr. Lee will serve a term to end on December 31, 2003. Z23: STATE OF HAWAII DEPARTMENT OF TRANSPORTATION (DOT) PRIORITY TRANSPORTATION ENHANCEMENT (TE} PROJECTS From State Transportation Director Kazu Hayashida, dated March 29, 1999, in response to his request last summer for development of proposals to use Federal Highway Administration (FHWA) funds for TE projects. States they have received 48 eligible proposals. Informs that 18 potentially fundable high priority TE projects and 14 potentially fundable medium priority TE projects were selected. Comm. 234: ORDINANCE BILL AMENDING CHAPTER 18 OF THE (Bi1163) HAWAIII COUNTY CODE RELATING TO PUBLIC TRANSPORTATION FARES (CREATING A NEW FARE RATE FOR THE HELE-ON BUS SYSTEM} From Council Member Dominic Yagong, dated Apri16, 1999, transmitting a bill to create a new fare-rate for persons using the Hele-On bus system which would allow a person an unlimited amount of travel on the bus system within two areas for a single fare of $5.00 per day. The areas would be in the Hilo region between Keaau and Papaikou and in the Kona region between Kailua-Kona and Captain Cook. FC-11 Page 3 May 4, 1999 Comm. 237: RESOLUTION AUTHORIZING THE COUNTY OF HAWAII (Res. 71-99) TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII, PURSUANT TO HAWAII REVISED STATUTES, SECTION 46-7, WHEREBY THE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION AND THE FEDERAL TRANSIT ADMINISTRATION ENABLE THE COUNTY OF HAWAII TO RECEIVE FUNDS MADE AVAILABLE THROUGH UNITED STATES CODE TITLE 49, CHAPTER 53, SECTION 5311 From Transportation Specialist Tom Brown, Mass Transportation Agency, dated Mareh 31, 1999, transmitting the above resolution. This is an annual authorization which will allow the transit agency to receive Federal funds for the operation of the bus system. Comm. 239: RESOLUTION OF THE COUNCIL OF THE COUNTY OF (Res. 72-99) HAWAII AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH THE KALAPANA GARDENS COMMUNITY ASSOCIATION AND PURSUANT TO HRS 46-7, ENTER INTO ANY REQUIRED AGREEMENTS WITH THE UNITED STATES GOVERNMENT, THE STATE OF HAWAII OR OTHER GOVERNMENTAL BODY OR AGENCY AND FOR THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR From Mayor Stephen K. This action is necessary since the ongoing lava flow poses a high risk to public safety and has halted attempts to begin reconstruction of the infrastructure in that portion of Lower Puna. Comm. 255: RESOLUTION TO TRANSFER $2,700 FROM THE COUNTY (Res. 79-99) CLERK'S OFFICE, ELECTION DIVISION MISCELLANEOUS CONTRACTUAL SERVICES ACCOUNT, INTO THE TRAVEL ACCOUNT ($2,5.00) AND ELECTRICITY ACCOUNT ($200) From County Clerk Al Konishi, dated April 12, 1999, transmitting the above resolution to cover the expected shortfall in the Travel account due to staff s participation in the 1998 review of General Election ballots. The shortage in the Electricity account was due to the new policy by the D.O.E. for use of electricity during election training classes. The vendor, Elections System and Software, responsible for the cost of the 1998 review of General Elections ballots, will refund the County its expenses. FC-11 Page 4 May 4, 1999 Comm. 257: 1999-00 REAL PROPERTY ASSESSMENT CERTIFICATION REPORT From Finance Director Harry A. Takahashi, dated April 19, 1999, transmitting his certificate of net taxable real property within the County of Hawaii for the 1999-00 tax year, in compliance with Chapter 19, Article 11, Section 19-90 (e) of the Hawaii County Code, as amended. Comm. 259: ORDINANCE BILL AMENDING THE CAPITAL BUDGET TO (Bi1170) INCREASE THE WAIMEA TRAILS AND GREENWAYS PROJECT BY $73,700 From Finance Director Harry A. Takahashi, dated April 12, 1999, transmitting the above bill. The increase covers a contingency amount, which is required by the FHWA and payment to State employees for their work on this project. Comm. 260: AN ORDINANCE BILL ADOPTING A PAY PLAN FOR (Bill 71) PERSONS EMPLOYED BY THE COUNTY OTHER THAN THOSE WHOSE PAY IS OTHERWISE PROVIDED FOR, DESIGNATING PAYROLL PERIODS, PAY DAYS, PRESCRIBING CERTAIN REQUIREMENTS WITH RESPECT TO OVERTIME, PERQUISITES, AND OFFICIAL FIDELITY BONDS, AND REPEALING ORDINANCE N0.98-51 AND ALL AMENDMENTS THERETO, SAID ORDINANCE TO BE KNOWN AS THE SALARY ORDINANCE OF 1999 From Finance Director Harry A. Takahashi, dated April 15, 1999, transmitting the above bill. The executive pay plan schedule has been redone from athree-step system to a single step which provides the maximum amount any executive can be paid. The schedule is based upon the highest paid civil service engineer. With this change, it may be possible to recruit a replacement for the position of chief engineer as well as address the existing situation in the Police and Fire departments. In the case of the Department of Public Works considering an in-house engineer, this will provide someone who is familiar with the internal operations. Comm. 186: ORDINANCE BILL AMENDING THE OPERATING BUDGET (Bi1149) BY APPROPRIATING $45,000 TO IMPLEMENT PHASE 2 OF THE KA'U ECONOMIC DEVELOPMENT PLAN; AND (Res. 58-99) RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA FOR IMPLEMENTATION OF PHASE 2 OF THE KA'U ECONOMIC DEVELOPMENT PLAN From Finance Director Harry A.
