Yamashiro, dated March 30, 1999, submitting the following name for confirmation as the Hawaii County Fire Chief: Mr. Edward Bumatay, who has been employed by the Fire Department since October 1970. He has served as Deputy Fire Chief (March 1989 to December 1990 and July 1993 to December 1998) and has been Acting Chief since December 31, 1998. Yamashiro, dated April 5, 1999, submitting the following name for confirmation to the Hawaii County Emergency Medical Service Advisory Commission to replace Phoebe M. Lambeth of Hilo, who has resigned. Ms. Nancy L. Dunn of Hilo, a 24-year resident of Hawaii. She is a homemaker. (This appointment does not need confirmation by the County Council.) (Note: This appointment does not need Council confirmation.) Comm. 238: NOMINATION OF JO-ANNA K. HERKES TO THE POLICE COMMISSION From Mayor Stephen K. Yamashiro, dated April 8, 1999, submitting the following name for confirmation to the Hawaii County Police Commission: Jo-Anna K. Herkes of Council District 6, to replace Charles Sakamoto of Council Distrct 6, whose term expired on December 31, 1997. Mrs. Herkes is a 19-year resident of Hawaii and since 1996 has been employed by the House of Representatives, State of Hawaii. She is a Democrat. If approved, Mrs. Herkes will serve a term to end on December 31, 2002. FC-10 Page 3 Apri120, 1999 Comm. 202: ORDINANCE BILL AMENDING THE OPERATING BUDGET (Bill 56) BY APPROPRIATING $82,468 TO THE HAWAII COUNTY POLICE DEPARTMENT FROM THE DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS), TO ESTABLISH A PARTNERSHIP BETWEEN THE POLICE DEPARTMENT AND WAIAKEA HIGH SCHOOL IN THE FIGHT AGAINST DRUG USE, ABUSE AND DEALING ON SCHOOL GROUNDS; AND (Res. 65-99) RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS), PURSUANT TO HRS 46-7, FOR A COPS SCHOOL-BASED PARTNERSHIP GRANT From Finance Director Harry A. Takahashi, dated March 12, 1999, transmitting the above bill and resolution. The grant is to obtain more detailed information about the victims, offenders and crime location. The data collected will be used to address the identified problems. Comm. 240: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS (Res. 73-99) ($1.2 MILLION) FROM THE APPROPRIATIONS OF A LATER FISCAL YEAR OR OF MORE THAN ONE FISCAL YEAR FOR A LEASE FINANCE PROGRAM FOR A REAL PROPERTY TAX COMPUTER SYSTEM From Finance Director Harry A. Takahashi, dated April 7, 1999, transmitting the above resolution which would allow the Department of Finance to pursue the acquisition of the real property tax computer project through an equipment lease finance package compared to seeking out available funds throughout the Capital Fund. Utilizing an amortization schedule, the $1.0 million financed at 5% results in annual lease payments of $226,455 over five years. Maui County and Kauai County have already indicated that they will be pursuing their own systems and the City and County of Honolulu is placing conditions to future services. FC-10 Page 4 Apri120, 1999 UNFINISHED BUSINESS Comm. 76: ORDINANCE BILL AUTHORIZING THE ISSUANCE AND (Bill 22) SALE OF BONDS (TO REFUND THE 1978 REFUNDED GENERAL OBLIGATION BONDS) From Mayor Stephen K. Yamashiro, dated December 28, 1998, transmitting the above bill which authorizes the Administration to issue and sell bonds for the purpose of refunding the 1978 Refunded General Obligation Bonds. This authority will enable the County to defease the 1978 issue, which will then increase the working capital by $8.7 million from the Sinking Fund into the 1999-2000 Operating Budget. Comm. 76.01: From Finance Director Harry A. Takahashi, dated March 9, 1999, transmitting, as requested, a listing of restorations and adjustments which were provided for in the 1999-2000 Operating Budget. Notes that the total available resources is not limited to the sinking fund balance. Other revenue adjustments are also included. The difference between the $5.6 million in revenue and the $3.7 million in expenditure adjustments represents the final amount required to balance the budget. Comm. 76.002: Copy of letter to Councilmembers J. Curtis Tyler III and Nancy Pisicchio, from Finance Director Harry A. Takahashi, dated March 30, 1999, responding to their March 29, 1999 memo (attached) requesting information relating to Bi1122. Comm. 181: From Hideki Hayashi, Executive Vice President, TSA International, Limited, dated March 1, 1999 transmitting a petition for proration of original assessment on Lot 7D among lots resulting from the subdivision of said lot, located within Improvement District No. 17, Kaloko Subdivision, Kaloko, North Kona.
