Comm. 212: NOMINATION OF PHOEBE M. LAMBETH TO THE
POLICE COMMISSION
From Mayor Stephen K. Yamashiro, dated March 23, 1999,
submitting the following nomination to the Hawaii County Police
Commission:
Phoebe M. Lambeth of Council District 1, to replace
Clarence Souza of Council District 1, whose term of office
expired on December 31, 1998. Mrs. Lambeth has been
with the Hilo Medical Center since 1982 and presently
serves as its Assistant Administrator. She is a member of
the Republican Party.
If approved, Mrs. Lambeth will serve a term to end on
December 31, 2003.

From Controller Dixie Kaetsu, dated March 16, 1999, transmitting
a Report of Transfers Authorized showing transfers made from
March 1-15, 1999, and copies of the approved transfer forms.
Comm. 201: RESOLUTION CHANGING THE FUNDING SOURCE OF
(Res. 64-99) FOUR POSITIONS UNDER THE COMMUNITY POLICING
PROGRAM
From Finance Director Harry A. Takahashi, dated March 12, 1999,
transmitting the above resolution. States the funding for the
Community Policing grant ends on May 15, 1999. Requests the
continuation of the funding of these police officer positions with
County funds.
Comm. 206: ORDINANCE BILL AiVIENDING THE CAPITAL BUDGET
(Bi1157) BY ADDING AN APPROPRIATION OF $1.2 MILLION FOR
AREAL PROPERTY TAX COMPUTER SYSTEM
From Finance I`iirector Harry A. Takahashi, dated March 18, 1999,
transmitting the above bill. The City and County of Honolulu will
be implementing a new Real Property System and neighbor island
counties should expect their service costs to increase and requests
for changes due to changes to the tax code and enhancements will
be done on a time available basis and chargeable. Early estimate
indicates that conversion would take two years.
Comm. 206.01: Copy of letter to Deputy Finance Director S. Kalani Schulte, from
Mike McCall, Valuation Analyst, Real Property Tax
Division, dated February 5, 1999, transmitting the estimated
computer costs for a Real Property Tax Computer System for
Hawaii County. Currently, Hawaii County pays the City and
County of Honolulu approximately $250,000 each year for the
computer services used in the assessment and billing for all parcels
in the County. It is estimated that for $1 million Hawaii County
would be able to completely break-away from the City and County
of Honolulu's system within atwo-year period.

(Res. 67-99) EXERCISE/WORKOUT GYM EQUIPMENT FOR THE SOUTH
KOHALA POLICE STATION FROM SANDRA M. TODD
From Finance Director Harry A. Takahashi, dated March 19, 1999,
transmitting the above resolution. The donation is from Sandra M.
Todd of Hilo, in memory of her son, Steven Rapoza, who was
killed by a drunk driver in August 1996.
