Copy of letter to Finance Director Harry A. Takahashi from Ginger Towle,
West Hawaii Humane Society, dated February 24, 1999, requesting that he
re-evaluate the proposals and reconsider his decision to award the contract
for the West Hawaii area to Hawaii Island Humane Society for the stated
reasons.
