(Bi1142) FOR $35,000 THAT THE U.S. DEPARTMENT OF JUSTICE
HAS GRANTED TO THE HAWAII COUNTY POLICE
DEPARTMENT FOR AN ORGANIZED CRIME DRUG
ENFORCEMENT TASK FORCE (OCDETF); AND
(Res. 52-99) RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR
TO ENTER INTO AN AGREEMENT WITH THE STATE
ORGANIZED CRIME DRUG ENFORCEMENT TASK FORCE
(OCDETF) THROUGH THE U.S. DEPARTMENT OF JUSTICE
DRUG ENFORCEMENT ADMINISTRATION FOR THE
OCDETF GRANT

1999, transmitting the above bill and resolution to provide for
overtime and travel costs incurred by deputized officers during
special investigations and prosecutions. Attaches copies of
agreements and related information.
Comm. 182: RESOLUTION TRANSFERRING/APPROPRIATING $20,000
(Res. 55-99) OUT AND FROM THE MISCELLANEOUS INSURANCE
CLAIMS AND JUDGMENT ACCOUNT AND CREDITING
SAME TO THE CHARTER COMMISSION ACCOUNT
From Mayor Stephen K. Yamashiro, dated February 23, 1999,
transmitting the above resolution. The $20,000 requested is in
addition to the $10,000 previously budgeted, for a total
appropriation of $30,000 to be used by the Charter Commission to
begin its review. Additional funds will be included in the 1999-
2000 operating budget.
Comm. 183: ORDINANCE BILL, AMENDING THE CAPITAL BUDGET,
(Bi1147) APPROPRIATING $96,000 RECEIVED FROM THE FEDERAL
EMERGENCY MANAGEMENT AGENCY (FEMA) TO
RETROFIT THE CENTRAL FIRE STATION HOSE TOWER
From Finance Director Harry A. Takahashi, dated February 23,
1999, transmitting the above bill. A FEMA survey concluded that
in a major earthquake the hose tower at the Central Fire Station
was susceptible to collapse; therefore, they have provided
50 percent of the estimated funding for design and construction of
anew tower.

THE KA'U ECONOMIC DEVELOPMENT PLAN; AND
(Res. 58-99) RESOLUTION AUTHORIZING THE COUNTY OF HAWAII
TO ENTER INTO AN AGREEMENT WITH THE UNITED
STATES OF AMERICA FOR IMPLEMENTATION OF
PHASE 2 OF THE KA'U ECONOMIC DEVELOPMENT PLAN

1999, transmitting the above bill and resolution. The Economic
Development Administration had previously funded a study
following the closing of Ka'u Sugar. It now wishes to implement
the recommendations of Decision Analysts Hawaii, Inc.
