FC-5 Page 2 Mazch 5, 1999 Comm. 136: ORDINANCE BILL AMENDING CHAPTER 2, ARTICLE 15, (Bill 37) SECTION 2-91.1(c), HAWAII COUNTY CODE 1983, RELATING TO FINANCIAL DISCLOSURES AND DISCLOSURES OF INTEREST (BY OFFICERS AND COUNTY EMPLOYEES WHO FILE FINANCIAL DISCLOSURE STATEMENTS WITH THE BOARD OF ETHICS) From Board of Ethics Chairman Warren Chong, dated January 25, 1999, transmitting the above bill and requesting the Council to consider an amendment to the County Code regarding the Board of Ethics requiring the disclosure of any ownership of stock worth $5,000 or more and is equal to ten percent or more of the ownership of the business by officers and employees of the County who are required to file financial disclosure statements with the Board. Attaches for reference a legal opinion from the Corporation Counsel, dated March 3, 1998. Comm. 144: RESOLUTION CREATING A MOTOR VEHICLE ACCOUNT (Res. 40-99) FOR THE PLANNING DEPARTMENT From Finance Director Harry A. Takahashi, dated February 3, 1999, transmitting the above resolution allowing the Planning Deparhnent to purchase amini-van to replace the 1991 Ford Aerostaz Van currently utilized by the department. Due to the high use for islandwide services by the Planning Commission, Board of Appeals, Arborist Advisory Committee and General Plan Revision Program, the current van consistently experiences equipment breakdowns. Comm. 147: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR (Res. 41-99) TO ENTER INTO AN AGREEMENT WITH THE STATE DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR A COMMUNITY POLICING GRANT; AND (Res. 42-99) RESOLUTION TRANSFERRING FUNDS FROM THE COMMUNITY POLICING MISCELLANEOUS CONTRACT SERVICES ACCOUNT TO ESTABLISH A COMPUTER EQUIPMENT ACCOUNT AND A MISCELLANEOUS EQUIPMENT ACCOUNT From Finance Director Harry A. The grant is to increase police-community partnerships in crime prevention programs and problem solving, by increasing police presence in the community, developing drug/gang-free youth activities and improving skills of officers. FC-5 Page 3 March 5, 1999 Comm. 152: REQUEST TO PROCLAIM APRIL 21, 1999 AS (Res. 43-99) COUNTY GOVERNMENT DAY From Council Vice Chair Al Smith, transmitting a resolution proclaiming "County Government Day" on Wednesday, Apri121, 1999. The purpose of this event is to provide citizens with a better understanding about their County government functions. Students, community groups and county employees will be invited to participate in all scheduled activities. Comm. 164: ORDINANCE BILL AMENDING THE CAPITAL (Bill 39) BUDGET BY APPROPRIATING AN ADDITIONAL $600,000 OF FEDERAL FUNDS FOR THE MAMALAHOA HIGHWAY IMPROVEMENTS (KAMAMALU STREET TO LINDSEY ROAD) PROJECT; AND (Bill 40) ORDINANCE BILL, AMENDING THE CAPITAL BUDGET BY APPROPRIATING AN ADDITIONAL $150,000 TO COVER THE MATCHING FUNDING FOR THE COUNTY PORTION FOR THE ABOVE PROJECT From Finance Director Harry A. Takahashi, dated February 18, 1999, transmitting the above bills. The appropriations are necessary due to unforeseen roadway conditions and existing obstruction of underground utilities. Comm. 165: ORDINANCE BILL AMENDING ORDINANCE NO. 98-49, (Bi1141) AS AMENDED, THE OPERATING BUDGET, FOR AN ADDITIONAL $9,890 THAT THE STATE DEPARTMENT OF HUMAN SERVICES, OFFICE OF YOUTH SERVICES, GRANTED TO THE HAWAII POLICE DEPARTMENT FOR THEIR GANG PREVENTION-HILO PROGRAM; AND (Res. 50-99) RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE DEPARTMENT OF HUMAN SERVICES, OFFICE OF YOUTH SERVICES, PURSUANT TO HRS 46-7, FOR THE ABOVE PROGRAM From Finance Director Harry A. Takahashi, dated February 18, 1999, transmitting the above bill and resolution. The grant is to assist the State in the coordination of intelligence and ]aw enforcement, sharing of information, training and community awareness, community and school-based intervention and prevention programs and evaluation and research of gangs in the County of Hawaii. FC-5 Page 4 March 5, 1999 UNFINISHED BUSINESS Comm. 76: ORDINANCE BILL AUTHORIZING THE ISSUANCE AND (Bill 22) SALE OF BONDS (TO REFUND THE 1978 REFUNDED GENERAL OBLIGATION BONDS) From Mayor Stephen K. Yamashiro, dated December 28, 1998, transmitting the above bill which authorizes the Administration to issue and sell bonds for the purpose of refunding the 1978 Refunded General Obligation Bonds. This authority will enable the County to defease the 1978 issue, which will then increase the working capital by $8.7 million from the Sinking Fund into the 1999-2000 Operating Budget.
