(Bi11340) BY APPROPRIATING $2.5 MILLION FOR TEA PROJECTS

IMPROVEMENTS

transmitting the above resolution. States the amendment shall be
subject to certain terms and conditions, including the payment of
20% of the gross compensation received by Big Island Radio from
the sub-lessees, permittees or users of space on the tower(s) at the
subject site.

(Bi1123) AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS
AND FINANCING THEREOF FOR THE FISCAL YEAR
JULY 1, 1998 TO JUNE 3Q 1999, FOR THE HAAHEO
SCHOOL SIDEWALK PROJECT, PHASE II, $200,000.00

Comm. 103: REQUEST FOR FUNDS FOR TRANSPORTATION TO THE
SENIOR CITIZENS HEALTH FAIRS IN 1999 (EAST HAWAII
AND WEST HAWAII)
From Harold Bugado, Operations Director, and Laverne R. Omori,
Program Director III, Elderly Activities Division, Department of
Parks and Recreation, dated December 2, 1998, requesting once
again a County subsidy for transportation to the Senior Citizens
Health Fair in 1999, one to be held in West Hawaii on May 5 and
the other in East Hawaii on November 19. It is anticipated that the
cost of using three buses for each of the events is $575.00 per bus.

(Res. 28-99) $4,000 OUT AND FROM THE CLERK/COUNCIL'S
MISCELLANEOUS CONTRACT SERVICES ACCOUNT AND
CREDITING THE SAME TO PARKS AND RECREATION
DEPARTMENT, ELDERLY DIVISION

transmitting the above resolution, which will assist in sponsoring
the transportation for the 1999 West and East Hawaii Senior
Health Fairs.

Comm. 109: ORDINANCE BILL APPROPRIATING $400,000 AS THE
(Bi1127) COUNTY'S LOCAL MATCHING SHARE FOR THE
DEVELOPMENT OF THE PALM STREAM FLOOD
CONTROL PROJECT BY THE U.S. ARMY CORPS OF
ENGINEERS
From Finance Director Harry A. Takahashi, dated January 21,
1999, submitting the above bill. This project is the last
uncontrolled stream running through urbanized Hilo. Attached is
Exhibit A which shows that the stream creates a major flood zone
from Haihai Street below the Hilo Municipal Golf Course to
Waiakea Pond. By diverting the Palai Stream into the Waiakea
Uka Flood Control Channel, the entire flood zone will be
eliminated.
Comm. 110: CAPITAL PROJECTS STATUS REPORT

transmitting the Capital Projects Status Report as of December 31,
1998. The projects are grouped by council district.
Comm. 111: QUARTERLY REALLOCATION REPORT FOR THE PERIOD
OCTOBER 1, 1998 -DECEMBER 31, 1998
From Michael R. Ben, Personnel Director, dated January 20, 1999,
transmitting the above report of reallocation actions taken on the
positions covered by civil service classification and pay laws for
the second quarter (October 1, 1998 to December 31, 1998) of the
1998-1999 fiscal year.
