including the additional $70,000, should be $286,000.

Comm. 71: TRANSFER OF FUNDS ($10,700) FOR COUNTY CLERK'S
(Res. 22-99) OFFICE-ELECTION DIVISION
From County Clerk Al Konishi, dated December 29, 1998,
requesting to transfer $5,000 from the County Clerk's Office,
Election Division Postage Account and $5,700 from the Printing
Account to the Overtime S&W and the Miscellaneous Accounts.
This is to cover a shortage for overtime encountered with the
verification of the petition submitted by the Parents Against
Irradiation Committee.

TO ENTER INTO AN AGREEMENT WITH THE STATE OF
HAWAII, PURSUANT TO HRS 46-7, FOR A CAREER
CRIMINAL PROSECUTION GRANT

Comm. 75: ORDINANCE BILL AMENDING THE OPERATING BUDGET
(Bi1121) FOR A GRANT RECEIVED BY THE POLICE DEPARTMENT
FROM THE STATE DEPARTMENT OF TRANSPORTATION
MOTOR VEHICLE SAFETY OFFICE FOR $7,500 TO
PURCHASE 8 PRELIMINARY BREATH TESTING DEVICES
From Finance Director Harry A. Takahashi, dated December 29,
1998, transmitting the above bill. These devices will allow officers
to do preliminary tests on suspected DUI/drug persons at the scene;
thereafter, only those with positive results will be transported to
the police station to be charged.
Comm 65: POST-AUDIT REPORT OF THE COUNTY OF HAWAII
FISCAL YEAR ENDED JUNE 30, 1998
From Legislative Auditor Constance R. Kiriu, dated December 17,
1998, transmitting the post-audit Financial Report of the County of
Hawaii for the Fiscal Year Ended June 30, 1998, and Management
Letter dated October 23, 1998, as prepared by KPMG Peat
Marwick. This satisfies the requirement of Section 10-13, Hawaii
County Charter, relating to the responsibility of the Council to
conduct an annual independent audit of the accounts and other
evidences of financial transactions of the County and of every
county agency and executive agency.
Comm. 76: ORDINANCE BILL AUTHORIZING THE ISSUANCE AND
(Bi1122) SALE OF BONDS
From Mayor Stephen K. Yamashiro, dated December 28, 1998,
transmitting the above bill which authorizes the Administration to
issue and sell bonds for the purpose of refunding the 1978
Refunded General Obligation Bonds. This authority will enable
the County to defease the 1978 issue, which will then increase the
working capital by $8.7 million from the Sinking Fund into the
1999-2000 Operating Budget.
