Comm. 13: APPOINTMENT TO THE COUNTY LIQUOR COMMISSION
- EARL T. ECKART
From Mayor Stephen K. Yamashiro, dated December 2, 1998,
submitting for confirmation the following appointment to the
County Liquor Commission:
Mr. Earl T. Eckart of Kona, to replace Tsuyoki Nakashima
of Kona, whose term will expire on December 31, 1998.
He has been a parent facilitator with the State Department
of Education and states that he has no political party
affiliation. If approved, Mr. Eckart will serve a term to end
on December 31, 2003.

Comm. 14: REAPPOINTMENT TO THE COUNTY FIRE BOARD OF
APPEALS -HERBERT T. HAYAMA
From Mayor Stephen K. Yamashiro, dated December 1, 1998,
submitting for confirmation the following reappointment to the
County Fire Board of Appeals:
Mr. Herbert T. Hayama, a lifetime resident of Hawaii who,
since 1996, has been apart-time Housing and Community
Specialist with the County of Hawaii Office of Housing.
Prior to this, he had a 33-year career as an engineer with
the County of Hawaii. He is not a member of any political
party. If approved, Mr. Hayama will serve a term to end on
December 31, 2003.
Comm. 15: APPOINTMENTS TO THE HAWAII COUNTY TAX BOARD
OF REVIEW - MA'ULILI DICKSON AND
BRIAN NAKASHIMA
From Mayor Stephen K. Yamashiro, dated December 1, 1998,
submitting for confirmation the following appointments to the
Hawaii County Tax Board of Review:
Mr. Ma'ulili W. G. Dickson of Kamuela. Since 1994 he
has been the Executive Director with the Waimea YMCA.
Mr. Dickson is a Democrat. If approved, he will replace
Floyd Miguel of Hilo, whose term will expire on
December 31, 1998 and will serve a term to end on
December 31, 2003.
Mr. Brian I. Nakashima of Kona. He recently retired as the
principal of Konawaena High School (1993-1998). He is
not affiliated with any political party. If approved,
Mr. Nakashima will replace Mahina Maxey of Volcano and
will serve a term to end December 31, 2001.
Comm. 16: APPOINTMENT TO THE HAWAII COUNTY CIVIL SERVICE
COMMISSION - CLARENCE SOUZA
From Mayor Stephen K. Yamashiro, dated December 4, 1998,
submitting for confirmation the following appointment to the
Hawaii County Civil Service Commission:

Mr. Clazence Souza, a lifetime resident of Hawaii, to
replace Barbara E. Dart of Kamuela. Prior to retiring, he
was the Division Representative and Business Agent of the
ILWU Local 142 (1981-1991) and the Industrial Relations
Officer with the Hamakua Sugar Company (1992-1994). If
approved, he will serve a term to end on December 31,
2003.
Comm. 42: APPOINTMENT TO THE HAWAII COUNTY CIVIL SERVICE
COMMISSION -DIANE B. KAHLER
From Mayor Stephen K. Yamashiro, dated December 14, 1998
submitting for confirmation the following appointment to the
Hawaii County Civil Service Commission:
Ms. Diane B. Kahler of Hilo to replace Ronald M.
Okamura of Hilo, whose term will expire on December 31,
1998. Ms. Kahler is a 23-year resident of Hawaii and
since 1988 has been with the Hawaii County Economic
Opportunity Council and presently serves as its Deputy
Director. She is a member of the Democratic Party.
If approved, Ms. Kahler will serve a term to end on
December 31, 2003.
Comm. 57: APPOINTMENT TO THE HAWAII COUNTY EMERGENCY
MEDICAL SERVICES ADVISORY COMMISSION
- NORMAN W.O. LEE
From Mayor Stephen K. Yamashiro, dated December 16,1998,
submitting for information the following appointment to the
Hawaii County Emergency Medical Services Advisory
Commission:
Mr. Norman W. O. Yee of Hilo. Mr. Yee is presently
retired and had previously worked for Hughes ACFT in
Los Angeles as an electrical engineer. He will serve a term
which will end on December 4, 2000.

EXECUTIVE COMMITTEE MEETING -OCTOBER 23, 1998

transmitting highlights of the HSAC Executive Committee meeting
of October 23, 1998:
ACTION IS REQUESTED on the following:
1. Consideration of a proposed resolution supporting the
Western Governors Association and the National
Association of Counties' "ENLIBRA" Policy regarding
a balanced environmental concept for the new
millennium; and
2. Consideration of a proposed resolution supporting the
establishment of collaborative partnerships between the
College of Tropical Agriculture and Human Resources
(CTAHR) and the counties of the State of Hawaii.
Comm. 5: ORDINANCE BILL AMENDING THE CAPITAL BUDGET BY
(Bill 2) ADDING THE WAIMEA SENIOR CENTER RENOVATIONS -
- $50,000
From Finance Director Harry A. Takahashi, dated November 23,
1998, transmitting the above bill. The County is in the process of
acquiring the former Waimea Courthouse site via an executive
order from the State of Hawaii. The former Department of Human
Services building is to be renovated to accommodate the nutrition
program, presently situated in the Edith Yoshimatsu Senior Center.

Comm. 6: ORDINANCE BILL AMENDING THE CAPITAL BUDGET BY
(Bill 3) ADDING THE SADDLE ROAD CLIMBING LANE-$3,300,000
From Finance Director Harry A. Takahashi, dated November 23,
1998, transmitting the above bill. This project is for the planning,
designing and constructing of 3 miles of a new climbing lane
between MP 24 and MP 28 to allow vehicles to safely pass slow
moving vehicles without entering the oncoming traffic lane.
Comm. 30: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A
(Res. 11-98) MODIFIED 1983 SEAGRAVE PUMPER FROM THE NORTH
KOHALA COAST VOLUNTEER FIRE COMPANY FOR USE
IN THE NORTH AND SOUTH KOHALA DISTRICTS
From Fire Chief Nelson M. Tsuji dated December 8, 1998,
transmitting the above resolution. The donation is valued at
$90,000.00.

(Res. I5-98): RESOLUTION AUTHORIZING THE COUNTY OF HAWAII
TO ENTER INTO AN AGREEMENT WITH STATE
DEPARTMENT OF EDUCATION, PURSUANT TO HRS 46-8,
FOR A HAWAII DARE/DOE GRANT

Comm. 60: ORDINANCE BILL, AMENDING THE CAPITAL BUDGET,
(Bill 17); APPROPRIATING $90,000 FOR THE WAIAKEA STREAM
BMP PROJECT
From Finance Director Harry A. Takahashi, dated December 18,
1998, transmitting the above bill. The federally reimbursed project
proposes to reduce pollutants in Wailoa Pond by stabilizing a
section of Waiakea Stream and through education of residents
within the drainage shed.
Comm. 61: ORDINANCE BILL, AMENDING THE OPERATING BUDGET,
(Bill 18) APPROPRIATING $49,264 FOR A GRANT RECEIVED FROM
THE FEDERAL GOVERNMENT ENTITLED "SEXUAL
ASSAULT NURSE EXAMINER COORDINATOR' ;AND A
(Res. 16-98): RESOLUTION AUTHORIZING THE MAYOR TO ENTER
INTO AN AGREEMENT FOR THIS GRANT
