CALL TO ORDER PRESENTATION BY: Dr. Jerry Quisenberry, Director of the U.S. Pacific Basin Agricultural Research Center, who will make a presentation on the expanding mission and operations of USDA's Agricultural Research Service and the infrastructure needs of farmers and diversified agriculture in Hawaii County. STATEMENTS FROM THE PUBLIC ON COMMUNICATION NOS. 444, 477 & 535: Comm. 444: APPOINTMENT OF NALANI FREITAS TO THE HAWAII COUNTY FAMILY VIOLENCE ADVISORY COMMISSION From Mayor Stephen K. Yamashiro, dated September 14, 1999, informing he has appointed Nalani Freitas of Kona to the Hawaii County Family Violence Advisory Commission (FVAC) to serve a term to end on December 4, 2000. Mrs. Freitas is the Program Supervisor with the Family Crisis Shelter, Inc., (Kona) where she has been since 1997. Prior to that, she was with the Kahuku Ranch (1991-1997). (Note: This appointment does not need Council's confirmation.) HS&EDC-10 Paget November 16, 1999 Comm. 477: APPOINTMENTS OF DEBORAH A. DAV[S, MICHELE M. GALIMBA AND SONIA P. JUVIK TO THE HAWAII COUNTY COMMITTEE ON THE STATUS OF WOMEN From Mayor Stephen K. Yamashiro, dated October 4, 1999, informing he has appointed the following to serve on the Committee on the Status of Women: Deborah A. Davis of Kamuela, replacing Antoinette K. Alameida of Hilo. Mrs. Davis has been a realtor with the Clark Realty Corporation since 1987 and will serve the balance of the unexpired term ending on December 31, 2002. Michele M. Galimba of Hilo, replacing Jeanette K. Bento of Hilo. Ms. Galima has been a rancher with Kuahiwi Contractor's, Inc. since 1994 and will serve the balance of the unexpired term ending on December 31, 2001. Sonia P. Juvik of Hilo, replacing Jaime M. Kawauchi of Ka'u. Mrs. Juvik has been a professor at the University of Hawaii at Hilo since 1984 and will serve the balance of the unexpired term ending on December 31, 2001. (Note: These appointments do not need Council's continuation.) Comm. 535: APPOINTMENT OF MARGARITA LEYSON HOPKINS AS DIRECTOR OF THE DEPARTMENT OF RESEARCH AND DEVELOPMENT From Mayor Stephen K. Yamashiro, dated November 5, 1999, submitting for confirmation the appointment of Margarita Leyson Hopkins as Director of the Department of Research and Development. Since 1989, Mrs. Hopkins has been the Department's Economic Development Specialist and holds a Bachelor of Science degree in accounting and a Master's degree in agriculture economics. She also attended Oregon State University for coursework toward her PH.D. As an employee of this Department, Mrs. Hopkins has worked on several projects such as: prepared an agricultural development plan; made recommendations to revise the agricultural tax section of the Hawaii County Code and the Hawaii County General Plan as it relates to agriculture and has overseen such projects as the construction of the Ka'u Agriculture Water Project and the Papaya Ringspot Virus Quarantine Project in Puna. (continued on next page) HS&EDC-10 Page 3 November 16, 1999 Informs she has an outstanding relationship with Big Island commodity groups and is a member of various community and professional organizations such as: the Big Island Resource Conservation and Development Council; the UH Sea Grant College Program and the Papaya Administrative Committee. STA"FEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS: Comm. 440: CRIME STOPPERS-REQUEST TO BE SUBSIDIZED BY THE COUNTY OF HAWAII From Frank Lafrta, President, Crime Stoppers, dated September 8, 1999, inquiring about the possibility of receiving subsidy from the County to help run their program. Also submits copies of various articles, and a brief description of their history and involvement in the community. Comm. 484: NONPROFIT FINAL REPORTS From Legislative Auditor Constance R. Kiriu, dated October 5, 1999, transmitting for Council's review and perusal, thirty-seven (37) year-end reports as required of all County-funded nonprofit organizations, which have been reviewed by her office and are in conformance with the Code. Informs they have not received reports from the Boys and Girls Club of Hilo, the Hawaii Island YMCA Mediation Services and Rose House; however, her office is currently working with these agencies to fulfill the requirement.
