Your Committee on Planning, to which was referred Communication No. 611, transmitted by
Mayor Stephen K. Yamashiro, dated December 29, 1999, reports as follows:
Communication No. 611 recommends the appointment of the following individual to the Hawaii
County Kailua Village Design Commission to serve a term ending on December 31, 2000:
Mr. James D. Dumaguin of Kona, a lifetime resident of Hawaii, will replace
Earl Fujikawa of Kona who resigned on December 31, 1999. Mr. Dumaguin, a
Democrat, has been an educator/administrator with the State of Hawaii, Department of
Education. He is active with the Boy Scouts of America, the Church of Jesus Christ of
Latter Day Saints and the Konawaena High School Safety Committee.
Pursuant to Article 7, Chapter 25 of the Hawaii County Code, the mayor shall appoint members
to the commission to be confirmed by the Council, as prescribed in Section 25-7-2 of the Hawaii
County Code.
Mr. Dumaguin stated that he is familiar with the County Charter and the Sunshine Law, and has
no problems or conflicts with them at this time. He also explained how he approached
Henry Cho about serving on a commission, and is now pleased with the opportunity to serve on
the Kailua Village Design Commission.
Your Committee on Planning recommends the approval of the appointment of
Mr. James D. Duma uin to the Kailua Villa e Design Commission.
