Sandwich Isles Communications, Inc (SIC') is a Hatvau corporation, duly commissioned and
regulated by the Federal Commumcauons Commission (FCC), and the State of Hawau Public
Uuht~ Cbmmisston (PUC) as a rural telephone compai» SiC is licensed by the State
Department of Hatsanan Home Lands (DHHL) to provide essential communications services to
DHHL homestead areas on the island of Hawau As a mayor component of its mission, SIC is
planning to construct underground fiber optic telecommunication cables within State and County
right-of-tta}s (ROWS) to provide service to homestead areas
A Drat[ Emironmental Assessment (Draft E.A) is being prepared for this project pursuant to
Chapter 343. HRS. because Mork Mould he performed within State Department of Transportation
and County of Hatton RO~~'s 11v firm has been retained to assist m the preparation of the Drafi

Protect Background
The project consists of constructing an underground duct system that will he used for the
installation of fiber optic cabling and`or copper cabling Construction of the duct system twuld
unohe eecatatmg a trench approaimateh• 1 foot wide and 2 to 3 feet deep The conduit system
would consist of ttao 4-inch diameter ducts andior a 6-inch diameter bundle of 1!%-inch toner
ducts placed in the trench and back-tilled tt ith either engineered material or concrete
In addition to the ducts. 3 ft by ~ tt manholes would be installed approximately every 2.000 to
3.000 feet, and used for the mstallauon of the cable
Several hundred rules of cable would he installed within the tight of ways shown on the attached
