Please accept this letter of support from Kealakehe Htgh School to establish Keanalehu Drive as
a "No Pazking'• zone from 7 30 AM- 3 00 PM
The primazy reason for this request relates to safety concerns that have ansen due to the
inappropnate behavior of some of the student drivers who park on Keanalehu Dnve Kealakehe
High School has a pazking policy that includes a locked parking area If students are not in the
parking lot by 8 25 AM, they are not able to park in the lot because the gates are locked As an
alternative, students have been pazking along Keanalehu Drive Unfortunately, some of the
dnvers have been speeding and racing along the dnve There has been at least one "neaz miss"
incident when student drtvers fatted to stop while a bus with flashing red lights was dropping off
students Additionally, students have not kept the azea clean of refuse
The administration of the school conducted a meeting the community association, and
community policing officer to problem solve the concern Students were invited via closed
circuit telecast to help preserve the pazking azea for their use Despite these efforts, students
continue to abuse the privilege
The school has developed alternative that will allow students to park on campus even if they aze
late In order to park on campus, they will still have to purchase a pazking pass If they are late
and must park in another section of the school other than the student pazking lot, they will be
assessed a late pazking fee
I believe that making Keanalehu Dnve a limited "no parking" zone is m the best interest of the
enure community

As a follow-up to our recent telephone conversations end a meeting held yesterday w?th
the Kanrohale Community Association regarding the subject referenced, I would tike to
request the installation of traffic srgns reading "No-l'adring between 8:00 am to 300 pm
School Days" along the full length of Keanalehu Drive. In light of a repoR of a recent
"near fatality" rncrdent and other traffic safety concerns expressed by community
members, I would lrke to request that a bill be drafted ASAP.

Association

new slgnage be installed In our community
For the safety of our children and community, posting of the following signs in our village will allow
the residents some peace of mind.
Along Kaniohale Loop, the signs required arc as follows:
" No Parlung of Trucks, Trailers or Boats ,vehicles towed at owners expense'
" Caucion or Slow ..Children ac Play "This should also be posted along Haleolono St
We are mquescing that our school buses dnve through on Kaniohale Loop, therefore, it is imperative
that we have these signs to avoid any obstrua[on of view for all concerned

I would like to extend the appreciation from our community of Kanlohale for your efforts in trying to
resolve the issues at harxl regarding the students of Kealakehe High School
We have had safety and nuisance Issues of the swdents using Keanalehu Drne, which fronts the
subdivision of Le 'I'opua , as a place for the high schod students to congregate and use this road as a
drag stop during the lunch break end after schod hours
Homeowners along the fronfage road have observed this display on a daily bases beginning with the
last school year, dunng summer sdaol, and now during the new school year The students are parking
on this street, hiding In the bushes rather then being In school, doing drugs on the street and drag
rating from one end of the road to the other We are very contained far the safety of our chdtlren who
are dropped off at the comer of Keanalehu Drne and Haleolono Street by the school bus and other
crUzens coming and gang from our subdrvisron
One of our board members has been meeting with the High School and the Police Department as well
as our community to try to restive this problem
We are proposing that the County of Hawaii install "No Parklny Slpns between Sam - 330pm Mon -
Frl" on Keanalehu Drne between Kealakehe Parkway and Puohulihuli St With this In place, It will
force the students of the high sdx~ol fo use their school parking lot, as there will be no other parking
available to them If they continue to park here after the signs are posted, they will be subjected to
cdatxxis repeatedly This will get the attention of the parents who well then be responsible for their
student's actions Hopefully this will also eliminate the congregating, the passing of illegal drugs, liter on
the street and hiding In the bushes N that bush area is deaned out by the state, then these children
have no choice but to stay in Bass
Because this particular road is a county road, we ask that they come and Gean the Irter that has
accumulated dunng the past year
I hope that the Council will fake a hard look at this problem and address it accordingly This problem
needs to be taken care of immediately before one of our children Is senously hurt

Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai "i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Works and Intergovernmental Relations to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Public Works and Intergovernmental Relations for
placement on its future agenda
