Enclosed for your review are resolutions adopted by the Association of Hawarian Civic
Clubs at its 41" Annual Convention at Kilo, Hawaii, during the second week of November 2000
The Association of Hawanan Civic Clubs is a confederation of 46 Hawaiian Civic Clubs
located throughout Hawaii nei and in the States of Alaska, California, Colorado, Nevada and
Utah The First of these clubs was founded in December 1918, at the urging of Prince Jonah
Kuhio Kalaniana'ole, then Delegate to Congress, as an advocacy organization for the civic
concerns of the Hawauan People After more than 75 years, the Association and its member clubs
continue in that effort
Amongst the basic precepts of the Association, as expressed in its Constitution, are these
charges
"To actively participate in the promotion and perpetuation of long-held traditional
Hawaiian attitudes and values that dignify all human life and that are the moral and ethical
underpuvungs of our cultural expressions that comprise a unique, rich and enduring legacy of the
first people of Hawaii nei that ~s commonly acknowledged and appreciated by all the people of
both our beloved islands and our great nation
To take an active interest in civic, economic, social, health, and moral welfare of
our community and pamcularly the activities of those agencies and organizations who are
responsible for the improvement of the conditions of the people of Hawaiian ancestry, and to
support programs of benefit to them and to the community at large "

A RESOLUTION
URGING HAWAII ISLAND COUNTY COUNCIL AND THE HAWAII COUNTY
PLANNING DEPARTMENT TO PROTECT FROM DEVELOPMENT THE
KEOPUKA LANDS
WHEREAS, Keopuka Ahupua a, Ka'awaloa and Kealakekua Bay have
long been azea s of great historical and cultural significance to Native
Hawallans; and
WHEREAS, these area's contain historic tralls, Heiau's, numerous burial
sites, some containing the 'iwi of Ali'i, residential sites of Ali'i, Pu'uhonua or
sanctuary area's and many azchaeological sites with invaluable historic worth;
and
WHEREAS, the Keopuka Lands Project if developed wW have a
irreversible negative impact on historical, cultural and azchaeological sites as
previously descr[bed as well as unacceptable risks of soil and water
contamination and erosion of Kealakekua Bay and surrounding shorelines and
their fragile ecosystem; and
WHEREAS, The Hawaii State Constitution, Article 11, Section 3
mandates: "The State shall conserve and protect agricultural lands, promote
diversified agriculture, increase agricultural self-sufilciency and assure the
availability of agriculturally suitable lands.; and
WHEREAS, the local communities in South Kona enjoy a unique and
distinct economy and culture based on agricultural pursuits and preservation
of our historical heritage, which would be endangered by the creation of a gated
luxury community as proposed by the Keopuka Lands Project; and
NOW, THEREFORE, BE IT RESOLVED, bye the Association of Hawaiian
Civic Clubs iri convention at Hilo, Hawaii this 11 day of November 2000, that
the Hawaii Island County Council and The Hawaii County Planning
Commission be urged to protect the Keopuka Lands; and
BE IT FURTHER RESOLVED, that certified copies of this Resolution be
transmitted to the Honorable Benjamin Cayetano, Governor of Hawaii; Mayor
Harry Kim, County of Hawat'i; Chairperson of the State Land Use Commission;
Chairperson of the Hawaii Island County Council; Chairperson of the Hawaii
County Planning Conunission; Chairperson of the Native Hawaiian Historic
Preservation Advisory Council; Chairperson of Office of Hawaiian Atfairs; and
The State Historic Preservation Division.
The undersigned hereby certifies that the
foregoing Resolution was duly adopted on
November 11, 2000 at the 41'~ Annual
Convention of the Association of Hawa[ian
